People here were right to point out certain directors never getting Oscars. But I think people look at these awards holistically. Voters vote at a singular point in time. Example people will ask why Tarantino didn't win for Pulp Fiction, perhaps one of the most influential movies of all time. Voters were looking at Forrest Gump which at, the time, was a popular movie, a huge box-office hit, and at a time when America was relatively at a high point so people were more receptive to Feel Good pro-American movies.

Frank Capra was one of the most overrated directors. Any director would have struck gold multiple times with genius screenwriter Robert Riskin penning their screenplays. Take away Riskin, and Capra would have no doubt been a forgotten hack.
