The current requirement for the partner program is 10,000 video views in the lifetime of the channel. The new minimum requirements are 4,000 hours watched in the last 365 days and 1,000 subscribers. These thresholds are going to make it very difficult for smaller and new youtube content creators to become a part of the program.
