Yeah. Needed more of a shake-up. The NXT call-ups while somewhat predictable (Ilja Dragonov and Carmelo Hayes being the main ones) were really all that were significant. Bron Breakker was already signed to Smackdown so he wasn't technically called up and Baron Corbin's not a fresh call-up but it'll be interesting to see what they do with him now. Probably shouldn't be an annual thing I reckon. Last year it worked because it was more or less a reset of both brands that had basically become like the Attitude Era in the way that people showed up on whichever or both shows as they pleased.

With the talent that they have I can't see why they kept everything the same for the most part
