If you got lard, you got gold. My grandmother said during the great depression that people would come from miles away to trade for lard with my great pawpaw. My great pawpaw raised pigs and honey bees.

A word of caution... be realistic! I went to an estate sale recently. The people had a storage container (the kind you see big trucks transporting) in their yard packed floor to ceiling with foods that were 25 years old. Many of the canned goods had ruptured. Yes some of it was still viable. I walked out with a box full of killer deals but most of what I saw I would not even feed to animals. Personally I think learning to cook from scratch, and only stocking up on ingredients is the way to go.

I've seen so many people suggest the purchase of disposable plates, utensils, etc. in the event of a lack of water for whatever reason. I'd like to recommend something something better. Heavy plastic wrap. Walmart has a "professional" style of plastic wrap that's so much better than the regular stuff, even better than brand names, or if you're a member of Sam's Club or Costco, or if you have a restaurant supply place like GFS, get yourself a restaurant sized roll of very heavy plastic wrap. For most people, one roll will be a lifetime supply, but you can use your regular dishes, put some plastic wrap over a plate, like a bowl or a cup (cold drinks only), eat, drink, then peel it off and throw it away and put the clean dish back in the cabinet. You can even keep from having to wash silverware as much, chopsticks. If you can use them, great, all you need to do is give them a wipe and you're good.
I'm watching this on my TV while writing this on my tablet so I can keep up. I'm so proud of myself because every box you're listing, I've checked off.
I do have a small cat that I have to prep for as well (who happens to love rice pudding) - I was married to a Cuban man, and got used to buying rice in 50-lb bags for a family of 3. But in planning out my larder I decided that my money is better spent on my food than my cat's when it comes to her treat. So last night I looked up recipes for homemade cat treats. I have flour & coconut flour, and I can make oat flour and rice flour, then all you need is tuna or salmon, some catnip, and you're done. I have a feeling that I'm not going be buying treats anymore..
I'm watching this on my TV while writing this on my tablet so I can keep up. I'm so proud of myself because every box you're listing, I've checked off. But I've got a couple of other things to go with your list,.
The flavorings for water, - don't discount Kool-aid, it has lots of flavor and you can add as much or as little sweetener as you choose, and don't forget that you can add it to simple syrup..
Cereal - For those who like instant oatmeal, those big containers that are called "quick oats" is just instant oatmeal that aren't in packets. A container of store brand oats, in my area I pay 3¢ an ounce. Look up the cost on instant oatmeal in your favorite store app. The price per ounce is staggering comparitively.
The two most popular flavors of instant oatmeal are apple cinnamon and maple brown sugar. This is apple season, grab a bunch crush them up and dry them. They're awesome for oatmeal, but they're also great to make pancakes wiht, and if you use a little powdered sugar and water to make a glaze, those pancakes will taste just like the apple fritters at the donut shop. Maple brown sugar is the one that a lot of people have a hard time with. The secret here is maple extract with the brown sugar, not maple syrup. And trust me if you make your oatmeal with maple extract and brown sugar, you'll never go back to those little envelopes. I prefer rolled oats for a better texture than the instant or quick oats, that being said, a lot of people are intimidated by cooking oats, just as many people are with cooking rice. And with both of them, they can turn into wallpaper glue quite easily.
Here's the key to an amazing bowl of oatmeal. Forget the directions, just use equal amounts of water and oats. Bring the water to a boil, pour in the oats, you want to stir it well in make sure that all of the oats are wet, do this with the burner on for 30 seconds, then take it off the burner and let it sit for a couple of minutes so it can absorb the water, and you'ore good, put it in your bowl and enjoy. While I'm waiting on water to boil, I fix my bowl with the extract, brown sugar, and butter, when the oats are ready, in the bowl they go and I'm a happy camper.
FYI I buy my vanilla and maple extracts on Amazon in 16oz bottles, it's much more cost effective. Which brings me to brown sugar and powdered sugar. How much to prep? Well you don't know how much you'll need, and even if you don't use much regularly now, chances are if there's an issue and you're (hypothetically speaking of course) stuck at home because of a pandemic perhaps (it could happen LOL) chances are that you're going to bake more, so then you really don't know how much of it to buy.
Here's my advice, don't. Just get white sugar, that's all you need. If you need powdered sugar, all you need is white sugar, a little cornstarch and a blender or food processor. The same goes for brown sugar, don't buy it. Take white sugar and mix in molasses. That's it. You can get white sugar cheap, i buy mine at Walmart and get a 25-lb bag fro $7.60 USD, which is a whole lot less expensive than buying brown or powdered sugar. The cost of the cornstarch you'll use is a couple of pennines. A jar of molasses is only a couple of dollars, can make a WHOLE LOT of brown sugar, will last a long time, and take up much less room in your pantry.
Stock up with a couple of bottles of lemon juice. It can be used to flavor water or mixed with sugar to make lemonade, used with powdered sugar to make a glaze for cakes, donuts, etc, to mix with milk or cream to make buttermilk, can be used in canning and cooking. Also get yourself some extra baking cocoa, not only for the reasons you listed Liesa, but because you can also use it to make hot cocoa.
If you're a Bisquick lover, stock up Crisco if it's something your don't normally keep it on hand. If you need to make your own. Google "The New Missouri Mix" from the University of Missouri Extension office. It's a great recipe, comparable to Bisquick, and there are plenty of recipes to use it. Also that Crisco can be turned into a candle as simply as inserting a wooden shish kebab skewer or one of those long fireplace matches. In an emergency, put a spoonful in a shot glass and stick in a wooden match or or even a toothpick to use as a wick.
And last but not least, for those of use who drink almond or soy milk, powdered milk isn't an option. You can buy shelf stable plant milk, but it's expensive. And nuts are pricey, although the almonds used to make milk can be turned into almond flour. Viable alternatives you can make at home and stock up on is oat milk or rice milk, perfect since oats and rice are inexpensive, it can be made on demand as needed, and you can even make rice milk with leftover cooked rice. If this is something you want to do, you will need a nut milk bag. I've found a nylon one online, but you could also go old school and use (clean) panty hose. There are plenty of recipes out there for both oat & rice milk online. And like most things, practice before you need. Make sure that this is a good fit for you before you plan on it as your back up. I love almond milk best, but I'm backing up extra oats to use for my backup, it's trial and error, but I'm not planning on it as a my plan b unless I find the right recipe for my taste. Also, the oats that are strained out, called oat pulp, can be added to anything you put oats in or dried and ground into flour or use them to replace bread crumbs in meatloaf and meatballs. The same is true for the rice. Anyway, enjoy!
ETA: Grape juice - Stock it. If you wind up with an intestinal virus, grape juice will shut it down, QUICK.

Got the alarm for under $20 on Amazon and it has sensors for 2 appliances and a control box that goes upstairs. Did spring for lithium batteries for the sensors since they will last better in the cold. Most of the comments/reviews on Amazon were from people whose freezers died and they lost a lot of food, so were getting the alarm so it wouldn't happen again. Over the past two years I've put in a couple shelf units and bought a small freezer. We're lucky! But my main obstacle is my husband who more than likely thinks I've gone nuts because I've created food storage for us, first aid kits, and bug out bags. I felt I hadn't put enough by and needed a more secretive storage area---back corner of the clothes closet in one of our small bedrooms. I have a big rubbermaid tub with lid in there for some extra things.

I started prepping following "the great blizzard of 1978." We were not prepared, but found out very quickly how handy some camping equipment could be. My experience with emergencies has been mostly long-term power outages (hurricanes, ice storms), where "normal" living and food prep is not possible. I also do not have a freezer, so I concentrate on shelf-stable items, and think in terms of things that don't need electricity. Foods that can be heated on a camp stove over sterno, home dehydrated food that can be re-hydrated, that sort of thing. To translate to long-term social unrest, just store more of it?
Baking mixes, such as Jiffy, that contain leavening agents such as baking powder, don't store very long, especially if you don't have air conditioning, because the baking powder 'dies.' I make my own baking powder with baking soda and cream of tartar. Kept separate, they each last indefinitely. Combine as needed for baking. I would probably lean toward an Irish soda bread, rather than yeast, just because of my own circumstances.
I know this is primarily a food/canning site, but...there are other things we should store (you mentioned some).
Mentally walking down the aisles of my store...
    Vitamins (multi-vitamin) and supplements
First aid items (needs a whole video) but even some bandaids, anti-bacterial ointment.
Anti-itch (cortisone), and rub-on pain relief
Allergy meds, cold and flu meds.
KIDS meds, if you have them.
    Eye drops, contact lens solutions.
OTC pain meds and sleep aids
    Antacids
Upset stomach and diarrhea meds. Stool softeners (think "stop and go"), hemorrhoid creams, fiber supplements.
Shaving supplies - razors, blades, shaving cream
    Deoderant
Toothbrushes - cheap, plastic, and they come from China. Future scarcity?
Toothpaste, floss, mouthwash, denture items if you need them.
    Shampoo
Body wash - I never use it. I use bar soap on principle, but it is time to think about the HUGE amount of products we use because marketing people tell us they are necessary. Do we really need 8 different types of hair "products," and a separate soap for each body part? Is it time to streamline, at least in terms of storage items?
Lotion and creams for dry skin. (my niece spent a year in Belarus, and these were not available. One of the most appreciated gifts you could give a woman was some lotion). Vaseline - multiple uses, besides a skin soother.
    Tampons, pads, and panty liners
Condoms and birth control products, if used
    Incontinence items/pads
Q-tips, cotton balls or other cotton products
Batteries - all the regular sizes (LOTS. They last up to 10 years unopened now) but also any specialty batteries - hearing aid, watches, car keys (to open the car door)
    Have some spare keys made
You mentioned alcohol - it is beyond the scope of this site, but I keep alcohol, especially vodka, on hand, for making herbal tinctures (medicines and auto immune support) with herbs from my garden.

I write the date that the product is opened and the date when it is used up. After a few months I figure the average number of days the product lasted. This is how I know that we have enough coffee for a year, enough yeast for 3 years, dog food for 6 months and toilet paper for at least 4 years. I just thought this might be helpful if you're worried if you have enough of something for an extended period of time.

In this virus crisis we still had access to the internet, but no one knows what the next crisis will bring so hard copies of recipes and good how-to books should be part of preparations. Also, if you aren't used to scratch cooking and baking, you need to check that you have the proper pans and other equipment on-hand.

Oils (olive or avocado or other preferred / available oil), Vinegars (balsamic, apple cider, rice etc) and spices (garlic powder, rosemary, basil, etc) The commercially made products just add (and charge extra for)stabilizers and preservatives you don't need. I get the ingredients and make it as I go. Cheaper and easier to store long term.

No fat dry milk is VILE. My mother used to use it in the '60's when times were tough. STILL can't get used to it. Someone mentioned getting Nestle Nido (Dry whole milk). I found it in the Hispanic foods aisle. Wally World had a few cans on sale for $10.00 so I snagged 4 more cans. Easy to use and I tried a batch (by the glass) and it is GREAT.
I live in a one bedroom apartment in a Senior/tardo complex. My hall closet is packed, I have cases of canned vegetables and fruit stacked in my living room. Under my bed I have cases of soup. I have a BUNCH of Pasta Roni, dry potatoes, oatmeal and rice. I have cases of water stacked in my bedroom. My only thorn is I live on the third floor and we don't have patios, so having a generator is very problematic as is having a small charcoal grill and trying not to be a jerk, but NO ONE in my complex has any kind of backup foods. They blow their money on cigarettes, beer and lottery tickets. I am set and as secured as I can be.

It is so useful, as it made space that was wasted. I also, pulled my toe-kicks out from below my cupboards, cleaned the area, and put canned food on box lids (low profile) and tucked over a hundred cans under that space. Most cans will have to lay on their sides. I have a huge amount of wall spaces unused yet. I am adding shelves above the windows, since it is high enough, I won't bump my head on it. I’ve used it for about 1 year or so. It’s a lot easier to use this powdered milk for homes with 1 person in it than buying milk frequently .You can make a pint of this milk at night for use in the morning with -cereal, pancakes etc. so I don’t have to go to the market for dairy free milk when I run out of the refrigerated types of milks offered today.

About Baking Powder - I use so little of it that it always goes flat before I can use it up, no matter how small the container. Instead, I keep on hand both Baking Soda and Cream of Tartar. 1 Tsp of Baking Soda plus a 1/2 Teaspoon of Cream of Tartar has the same leavening power as 2 Teaspoons of Baking Powder. It makes for some funny math, some people add Arrowroot powder as a filler to make the math easy, I don't. Neither one of those things goes bad, they are inert when kept separate, but they react together, so you don't make it up ahead of time, because it will do what baking powder does, react together beforehand and then not leaven anything later.
