Yes, a person whose hair doesn't grow can be a nazir; it's only that whatever hair there is (on the head, I believe) can't be cut. The nazir in this video said that his wife is also a nazir.

Nazir Vow can only be taken by someone who is jewish.
This is not a non Jewish concept.
the is one other mitzvah dorisa that you fulfill every second . This is the mitzvah of Milah. According to the Beis Ha levi its a mitzvah Tamidi.
