Actually, Static is extremely creative, much smarter than Miles. In the comic, he doesn't have a weakness to water, and he overcame that on the show. He's currently an apprentice working for S.T.A.R. Labs, and Static has experienced fighting people with greater abilities than even himself, like when he held up against the Justice League by himself. He's a nerd. When he was a Teen Titan, Tim Drake commented on Static's intellect to be on par with his, and when Robin isn't available, Static is the one who comes up with the game plan. He even invented a new suit for Bart Allen Kid Flash to prevent him from vibrating out of existence. He beat Ravager (Deathstroke with Spider Sense), and even grew resistant, used his ability manipulate the electrons of his targets (he used this knowledge to break an enemy's intangibility and alter), can manipulate gravity, and grew immune to the Anti-Life Equation. He's basically black Peter Parker with Magneto's skillset.

Hate to break it to you, but I doubt Miles has anything that can kill Static. Even if he did, Static can sense his bioelectric aura. I only hated the Death Battle because I like them both and don't know whether to be happy with the results or sad.

Hopefully you still read these- I’m sorry. I love static and all, but DC is like a quirk from MHA. They are weak. Then Marvel is like, any other power. Miles would get f’d, no doubt but if it was one universe vs the other, Marvel would have it in the bag (villains included). Hopefully you understand, no hate. I love DC and Marvel but DC is weak. I would love to see Max Dillon vs Static.
