That depends on your ISP, but it's usually uncommon these days to have a static IP. How about trying a VPN?

I have this ip address that I keep getting, I noticed this sometimes and the only way I get this ip is by turning on and off to airplane mode, at times it takes time but once I get it, I use internet for free for days at high speeds - I want to know from you, can I use that ip on this apn settings, would it work? So that I can make it permanent
Well it wouldn't hurt to try. However, mist carriers use a dynamic IP system. So you might get a different IP. But still try it.

You can go online to search for proxy servers or check your Internet Service Provider website for a default IP
