Is the tracking dynamic? When the victim moves does it reflect on the map or i have to resend more links each time ?

So there are multiple tools out there that can be used for device monitoring and tracking for both iphone and android. Do some research on your end and see which one is the best fit
If you've went this far to grab his IP and you failed seems like you cheated first and you just want something you can use on him

the location your finds is your ISP location not your current location..the lagnitude and longnitude is isp location
IP coordinates yes but the GPS coordinates are even more accurate and in good cases ( strong wifi signal on the target's device ) it'll give you exact location ( source : I've tried both myself, an IP logger i wrote and the web API in JavaScript to retrieve user's location )

When I created the link and send to many people , how can I still use IPlogger to view the IP address of the people after about two days . I find it difficult doing that.

The IP address of each device that clicks that link should be listed in the logs section on IPlogger dashboard.

The same information is gathered when the victim clicks from a phone. We will be able to see the IP address and device information even if they deny the GPS access.

If mobile phone switch off can track location in device ?
If the GPS location is disabled on the victim's phone, then you wouldn't be able to see the exact location. That's why social engineering is so important because it makes sure the victim clicks on allow GPS access.
