You're not very smart. The thieves arent flinching because of the noise, they're flinching because the dude didn't let go; and 9 times out of 10 if their grip is that strong, they're about to throw a punch in your face to make you let go. They are flinching to preemptively dodge an oncoming attack that they are predicting will occur, because more often than not it does. Nothing to do with the sound. A taser works based on basic electrical principals, you don't even need to touch the person with the taser directly, you just need to be within a few millimeters of their skin for it to begin jumping; because the positive and negative terminals are so close together. Normally good tasers are designed to prevent jumping before the electrodes touch; this is why there's usually 2 sets of terminals. A small set close together bound in the center of the taser where the loud zapping noise comes from as you dry fire a taser; and a second set of prongs designed to carry the charge when they're close enough to something conductive. The first prongs keep the charge jumping between each other when no contact is made, and when contact is made beyond the threshold of the given voltage, it arcs between the larger more spaced terminals, and presumably anything in between them. This flashlight taser does not feature those extra safety prongs, it arcs across the face of the flashlight the whole time. This means it can jump through your clothing on accident, or if you're dry firing it in the air, it can arc to your fingers if they're too close to the electrodes, though "too close" is usually a few millimeters unless you're somehow dealing with tens of thousands of volts.
