To address the second part of your query - some colleges provide CO-OP. In Indian terms, it is similar to internships. Some Coop may be paid, some may not be paid. It is done as part of our studies here.
Some colleges may also have tie-ups with few recruiting agencies or companies in which they bring companies for interviews - For Campus Interviews or Campus Placements.
But we are not aware of any colleges 'guaranteeing' jobs for students after studies. Athu student-inte capabilities and marks okke anusarichallae. Logically, how can a college guarantee that even before the start is registered..

We have also received a fake offer from an energy company very recently. As you said in this video, I got doubt from the grammatical mistakes and the time he was chatting was midnight (as per Canadian time). How come a hiring manager of such a big company give his whatsapp number directly in the advertisement also, how a person in that position chat with us directly irrespective of time. All these put me in doubt. And I approached the same company through their official fb page. They confirmed that it is fake. We immediately reported and blocked. So whenever anybody receives a job offer simply like that, please think twice before getting in trap.

1. Grammar Mistakes Identified
2. Suspicious about the time in which the so called 'Canadian employer' was chatting with you and conducting whatsapp calls. No Canadian employers would chat during midnight in Canada. Weird hours to work!!
3. Suspicious about 'employer' sharing their WhatsApp contact directly in advertisement.
4. Contacted the company through their Official FB Page.

We might not be the best folks to recommend a migration agency Rashid. Yes, we did land through Express Entry Federal Skilled Worker Category. Submitted application in 2018 June, got ITA in the very next draw, got CoPR exactly after 80 days of submission and landed in 2019. Still remember every step and it feels like yesterday!
