CitiCar throttle upgrade

A Curtis PB-8 throttle potbox has been installed in-line with the original Sebring-Vanguard 3-step throttle. The CitiCar is in the process of getting its powertrain modernized.

What are those 3 prongs at the bottom used for, I have this same device and I want to use it on my electric go kart.
