Shadow DIO is consistently framed with light behind him, like divinity. It's no coincidence that "Dio" is Italian for God. DIO truly is a terrifying villian, the type that gets in your head. He's far more composed, less cocky in part three, until his battle with Jotaro where he resorts to his part one personality, where his need for ultimate power stemming from insecurity is on full display.
DIO really had the whole villain thing figured out. All draped in opulence and ennui, a loyal army of zany yet despicable henchmen, waxing philosophical about the nature of life and humanity to himself, dramatic theme music, really checked off every box.

What can I say? DIO sends chills to my spine. DIO in these scenes is a figure that emanates power, corruption, fear, but also serenity and harmony, strangely. His imposing silhouette is truly striking, but his voice brings ease to your mind and leads you to calm down. It kind of disappoints me we didn't fight this DIO in the finale... the cold, calculated, always superior DIO. In the end, we got a DIO much akin to part 1: cocky, mad and even a bit impulsive. I mean, it was expected he'd unleash his fearful self in the showdown against the Joestar bloodline, but why not make it a smoother transition? Maybe have a moment in which Jotaro has to face him in the mansion, where DIO has full control over him. Would take the whole thing of invading DIO's world to another level and allow us to see how DIO could use his charisma or menace to let Jotaro drop his guard.
While they do have similarities in philosophy, Dio in part 6 is a lot more kinder and even now has become potentially bisexual? It’s absurd how he treats Pucci as a best friend or even a potential lover, while others as his slaves or soldiers.There are a lot of other weird changes to his character

I must admit. Shadow Dio's hairstyle should not be changed when he finally revealed himself to Polnareff. When he showed himself with his iconic outfits like green 'love/heart' bandana and orange jacket, his hair was shorter and shaped like super saiyans. Did he hired a barber to cut/change his hair faster before Vanilla Ice was killed by Polnareff? Did the barber was killed quickly after his job for Dio was done? I'm confused. The consistency of Dio hairstyle was failed when he showed his real face. Shadow Dio's hairstyle in the first season of 'Stardust Crusaders' was already great/good/better before final episodes from the second season. I know it looks wild and rough like in the OVA version (OVA's Dio is still Araki's Dio to me, but looks better and scarier), but it's also what makes Dio more beautiful, intimidating, and desirable. Its was easier to be animated, so it could have make Dio more entertaining/likable/handsome to be watched in his final battles. Changing it can only make it worse. He's just a man (or just a vampire) who wants to rule the world by any means of necessary, not a cliche super saiyan character.
He has the powers to change the length of his hair. When he met Avdol he lengthened his hair for the spore things. Pretty sure he can shorten it too. This also happens when Shadow Dio uses his Charisma! move in Heritage for The Future. Although not canon, it’s a nod to that specific scene/panel
i agree the long hair is nice which is a plus of the OVA. since dio’s hair seems to get shorter after his reveal in the manga i guess DP wanted to be accurate to that. as far as the super saiyan thing i’m guessing it was an animation choice, in certain shots of the anime that are more close up and detailed his hair seems to be flowing back but most of the time it looks like spikes. it works well when it works but it’s painfully obvious when they cut corners in the animation. but to be fair, they didnt have many options since his hair in the manga is pretty messy and complicated.
I really dont think it was done to fit in with some Super Saiyan hairstyle. Araki probably just changed his mind near the end of SDC, especially when DIO takes Joseph's blood. David Productions adapted everything, even Iggy's weird facial transformation over the Egypt part of the story. The only thing they changed right from the start was Part 4's body type change, which is what I think they'll do when they get to Part 7, just have Valentine be tall and thing from the start. My guess is that somehow Jonathan’s body is still alive and not alive at the same time, since Jonathan’s body all through part three is seen rejecting dios head even though Jonathan’s long dead it is somewhat still alive, which means when dio (and Johnathan) was hit with the arrow not only did dio gain the world but Jonathan gained hermit purple (I have heard somewhere that all hamon users would have hermit purple if hit with the arrow) but since Johnathans body was still pretty dead it couldn’t use the stand it was given so dio used it for his own gain and most likely lost it once the body became his and no longer Johnathans (this of course is just what I gathered, dunno if it’s actually true)

How does Jonath- Dio have the ability to use Hermit Purple???
My guess is that somehow Jonathan’s body is still alive and not alive at the same time, since Jonathan’s body all through part three is seen rejecting dios head even though Jonathan’s long dead it is somewhat still alive, which means when dio (and Johnathan) was hit with the arrow not only did dio gain the world but Jonathan gained hermit purple (I have heard somewhere that all hamon users would have hermit purple if hit with the arrow) but since Johnathans body was still pretty dead it couldn’t use the stand it was given so dio used it for his own gain and most likely lost it once the body became his and no longer Johnathans (this of course is just what I gathered, dunno if it’s actually true)
Because Hermit Purple it's a Stand that is Reflect of Hamon, that why Jonathan, Joseph and Willian Master have the same abilitys.
Also funfact: Araki said that Joseph arealy had Hermit Purple during part 2 however he didn't realize because he wasn't fully awake and that's why he managed to react to Kars' final attack
