I would visit but not retire. If you have no relatives there and you are old person speaking English only, you will be outsider stranger living a slow agony. Cheap living is possible if you are Albanian and you know how to find cheap housing. Leasing and hotels in reasonable areas are not cheap anymore with a real hunger to your Euros 💶 and dollars 💵. Good luck if you decide to retire in Albania 🇦🇱 😊.
Depends. i think if you look at the cost of living vs. any Western country, it's far cheaper. Even with euros. Also, more capital coming to the country isn't a bad thing. When I was there, almost everyone under 40 spoke ok English. We made friends that we still talk to years later. Relationships felt far more authentic compared to the west. I have lived in Southeast Asia and Albania for some services that are far cheaper than even some cities here in SEA. Albania allows you to naturalize. I found the people warm and hospitable. I think if you made an effort with the language, it would go a very long way. We are involved in Brazilian Jiu-jitsu (grappling), so we made friends very quickly, and even though I have been away now for a few years, they still check on me. You are far more of an outsider in Southeast Asia than in Albania. What capital city in Europe can you still get a €400 apartment? They exist even in the ring in Tirana.
Many Europeans from Italy Germany but even UK are retiring in Albania With 1200-1500€ monthly in Albania it’s a great life and people live as retired very well ! So it’s better to retire in small cities or big varie by preferences but Albania for moment it’s best for retire people in my opinion

Albania is a nice friendly county. However you need to be aware of where you go. Som places are a bit dangerous. In general is a safe county.
What's the bidet vs toilet paper situation?
After so many years in Asia, I prefer the Bidet it's definitely cleaner but you will have no problems finding toilet paper.
