I was humourously playing on how the provincial French view their Parisian cousins. To be honest, when a Parisian goes on holiday to Normandy or Brittany (for example), and they bring their aggressive driving and their brusque attitudes, you can see why they're not especially loved.
It's a similar relationship to what the rest of England has with London.
There's more than a bit of mass-generalisation going on, but there's more than a bit of truth, too.

Apparently Paris has been using the same sewer system since Napoleon. All the rainwater went into the sewage system, overflowing it and just dumping everything into the river. The new system separates them, with holding tanks for surface water to process over time and no risk of overflowing the sewage lines.

Sure it *could* be done, and obviously the river should be cleaned, but they've got about four months and that's not enough money to do it properly in that timeframe. Either it won't be finished or it will not be done well. They won't have Notre Dame fixed until December, which is much later than originally promised but they are at least caring about quality for that project.

This reminds me in Belgium, where the Zenne River flows from Brussels to the neighboring city of Mechelen. The river's water levels fluctuate significantly with the seasons and weather conditions. In the 1990s, during summer months when the levels were at their lowest, the Zenne emitted an odor comparable to a cesspool-so overpowering that people would switch their car ventilation on the e-19 highway next to it to recirculate to avoid the stench. We referred to it as Brussels' open sewer, as garbage visibly floated on its surface. Thankfully, the installation of sewage treatment facilities in Brussels has eradicated the smell for decades now. However i would not want to fall in that river that for sure, it might not smell but i would not call it clean.
