Florida Police Illegally Detain Jeff Gray For Two Hours, Issue Illegal Trespass Order After Gray Recorded Prisoners from Public Sidewalk

What started out as a typical First Amendment audit outside of the Gadsden County Jail and the Florida Department of Corrections’ Quincy Annex quickly turned into an illegal detention.
As PINAC investigative reporter Jeff Gray stood on a public sidewalk in Quincy, Florida earlier this month, taking pictures of the facilities and inmates, he noticed two unattended state inmates washing what appeared to be personal vehicles of FDOC staff.
As Gray took photos of the inmates, three FDOC officers approached him and claimed that it was illegal to take pictures of inmates as well as the facility.
“You’re not allowed to take pictures like that,” said Officer Allison.
“We’re going to have to ask you to vacate the area, ” said Lieutenant Hunter.
“You’re violating Florida statutes…Chapter 33, ” said Lieutenant Barr.

To rephrase, I hope. The officers shown in the video were uneducated and some had some manner of god complexes. There were some who just said well I don’t know and walked off. They trusted their superiors or those they thought could handle it better then them.

He then tried to threaten me, He said if you don’t tell me where you have been then you are going to jail. I said let’s go to jail then because I’m not telling you. I said what did you pull me over for? He said speeding, I said oh 6our not only an asshole, you are a liar too. He wrote me a speeding ticket, I contested it to his supervisor because I had evidence he was lying. I showed him my dash cam and the ticket was dropped. About a 1-1/2 years later I realized the little puke put “aggressive to law enforcement” on my licence. I again had to get that removed. These pigs are disgusting, if you don’t bow to them than they try to destroy your life. In a free and just society this would never happen. Think about that. When I said I wanted to file a complaint against this lying tyrant, I was told he was no longer employed by the OPP. Please people, do not talk to the police.

She's so proud of herself for wasting police resources to track down a vehicle in order to obtain identification so that they can generate a trespass order for something they never did or had any intention of ever doing. WOW, what brilliant police work!
I want to know how she did it, not because I think it’s impossible or beyond her/others but I’m curious what direction they went to waste all of that time, effort and resources…. 2 hours according to this video; to me screams that they ran around the parking lot entering every single number plate until they found license pictures that matched… probably at-least a handful of officers covering the lot and running every parked car to get that info within 2 hours.
Additionally, this is why I usually back my car into end spots making it harder for them to run my plate without getting out of their car and walking around (and thus triggering my motion activated cameras) since my state doesn’t do front plates. I also purchased on a hideaway plate system on eBay that’s slowly on its way from China to test.

I have looked at a lot of these videos and the one thing that always strikes me is that even when proven incorrect the police are never prepared to apologise.

I had cops knocking at my door at 5am once last year.
They tried to order my wife and I outside to "talk" to them, then backtracked full 180 when my wife came to the door yelling at them for waking her up early before a double shift.
Turned out they went to the wrong door because the apartments are numbered abnormally, and when confronted about it during their second visit to the right apartment that morning, their excuse was they have to treat EVERY call as a potential serious threat. No apology. No admission of a mistake. Just bravado.
An apology would be an admission of guilt and they are trained (more then anything else it seems) to never admit to or take responsibility for anything.

False Prophet did you see the other video of this encounter? It started about the time she was issuing the trespass. I think she was daring him to go get in his vehicle and drive away because his DL was "disqualified" ( whatever that means). I think she was going to try an illegal traffic stop.

Disqualified license is different than suspended license.
Disqualified license means he can’t drive big rigs, as in, no longer a truck driver. This has no affect on his ability to drive a personal vehicle. His license is valid, CDL disqualified.
Her point was to illustrate she knew it was disqualified, and was going to pull him over the instant she saw him behind the wheel.

This is Gadsden county...there is a tradition of corruption throughout this county!
3 things stand out to me here. 1) Don't these people EVER learn. 2) They KNEW what you were doing, that they were being filmed, AND they were going on CZcams, yet they still acted like this. This tells me that once they are pissed, they act out of pure emotion - often disregarding laws they KNOW are in place. 3) Departments are always bitching about needing more funding because they don't have enough officers to "keep the community safe." Yet I see multiple "officers" here, representing different departments, all allocating resources to harass a citizen who is committing no crime. If these departments have enough officers to dedicate to such activity, they need to get less funding....NOT more.

I didn't even know it's possible to officially trespass someone who's never been on the property. You should have officially trespassed her from your home once she found out where you live and made her sign the paperwork even though she's never been there before.

That was an illegal detention if I've ever seen one. No probable cause, violation of constitutional rights. If anything, I would suggest suing the department and Officer Parsons personally, so you can make a mockery of her in public. People like that have no business being in law enforcement. It appears she has something to prove as well as anger issues which is - bad. I'd put money down sooner or later she'll hurt someone or get fired for doing something violent.

They never tell what happens and then say they’re trying to make a difference. I’ve viewed many audits you see cops acting really badly and sometimes violently but because we never see them reprimanded or the auditors compensated we must assume there is no difference being made and the tyranny continues. They should not upload video until the whole case has been dealt with and show final results.

OK folks here’s how ya do this 1st Amendment Audit thing as far as I can see it.
Gather up 5 or 6 friends with BALLS and NO FEAR that want to have some fun and possibly end up with a bunch of money for your efforts. Then gather up some money to purchase 7 good quality video cameras, with telephoto and steady cam imagery, with night vision if possible, 4 cell phones, 2 body cameras, with extra batteries for all cameras, 3 wireless mics and 2 audio headsets, a couple tripods, 3 wireless microphones, a parabolic microphone for long distance audio recording and plenty of SD cards for plenty of recorded video memory and 4 Voice Activated radio communications headsets works great too. You can whisper to each other to better stay informed.
Your “Crew” may or may not have any experience at “driving a camera”, that means operating a camera under many different situations with excellent resulting video. For instance: standing still, walking slow, walking fast, running, holding a camera at different elevations and aiming cameras at different things you can’t see and you understanding what the camera sees even though you are not looking at the view finder. You don’t have to look at the view finder, the camera will see what you aim it at. If you’re good you’ll even get the necessary Light, Frame and Focus in these actions and positions without even thinking about it because it comes naturally. You want the best recording possible so proper Lighting of the subject matter is Very Important, Framing of the subject or item of interest is also Very Important and Focus of the well-lit area of interest, at night under a street light is as good as you’re going to get and Framed subject matter is Most Important with as little camera shaking and movement as possible.
The Crew should watch a bunch of videos of cop block, Audit the Audit, Bay Area Transparency, Direct D, and other 1st Amendment Auditors videos, there’s a bunch of’em and any other confrontations with the cops that others have shot and posted. Critique their videos and make the driving of your camera skills better than theirs. Always remember, even in tricky situations, LIGHT, FRAME and FOCUS. I’ll say it again, ALWAYS REMEMBER TO KEEP THE ACTION COVERED, DON’T LOOSE ATTENTION OF WHAT YOU ARE DOING. THE CAMERA, REMEMBER THE CAMERA. LIGHT, FRAME, FOCUS. You may miss a split second of video that turns out the be very important.
This next step may take some time but it is the most valuable and most important issue. Driving the camera. That’s camera operation. Get the Crew together and go out and practice walking, forward and backward, over your shoulder of what’s behind you, running, holding the camera at different angles, over your shoulder shooting backwards as you walk forward, like from behind a wall or fence with the camera as the only thing above the wall as you are hidden behind the wall. The camera will be hard to see but you may be easy to see. After practicing a dozen times or more, Watch the Playback and hone your camera driving skills to the point you are good at it and your Playback meets a certain criterion. Remember Light, Frame, Focus. You Tube viewers will appreciate a good quality video of the IDIOT getting the shit kicked out of him by the cops.
When you think you have it down pretty good and you think you’re ready, formulate a plan. Pick a location for an exercise. Draw straws, flip a coin or do what you have to do to get a volunteer from your Crew to be the, for lack of a better term, “IDIOT”. That person will be the guy or girl? to go into harm's way. 4 or 5 of your Crew will get set up in different spots for the best camera angles of the chosen location.
Someone should be aware of what you’re doing and be, for instance, at home, waiting for the phone call. Just a necessary precaution for the Crews benefit. A lawyer on retainer with his 24 hours phone number wouldn’t hurt, is a good thing to have ready too. Go get acquainted with a bail bondsman. Have one or 2 of them on retainer.
Be sure to park any transportation you came in a few blocks away in a legal area away from the chosen location so it can’t be towed for being parked illegally, Male sure your vehicle has been cleaned inside and out of anything that can be construed as a weapon, dope, anything and wiped down of all finger prints. Better yet have someone drop you off like uber. Your 4 or 5 camera drivers will proceed to their assigned spots a few minutes before the fun begins. These are spots that are away from the location chosen and hidden as much as possible from view but not in a way or position that would cause an alert to be sent out to anyone for any reason. License plates are public information off a MVA database dedicated for the specific purpose of flagging expired or suspended tags. That is the database used by high speed tag readers. NCIC data base is a whole different animal because the information is NOT public. That includes criminal history, driver's license status,addresses etc, to include suspensions, points, arrests, warrants, probation ,etc. As far as I am concerned if she accessed the NCIC database absent articulable suspicion a crime has been or is about to be committed she has violated the 4th amendment until someone can show me differently. It was obvious from her statements(which she was so arrogantly proud of) that she had a whole lot more information then just the tag status. A good FOIA request on attempts or actually access the NCIC would show any activity toward that end. Cops have been caught illegally using that database over and over again checking on their x wifes boyfriend, address of that pretty blond or to target political enemies(like auditors). The foxes are guarding the henhouse and most go along to get along and we wonder why things are so bad in this now obvious police state.

It may not be against the law to leave them unsupervised, but an all around bad idea if you ask me. That doesn't really matter though, because washing privately owned cars (whether you are a public employee or not) is not considered public works.

When the officer asks Jeff what he is doing or why, Jeff does have the right to remain silent but it also gives the officer the excuse to say you were without any purpose or intent behind a loitering charge. Just saying I am in public admiring the scenery and taking photos declares you have purpose.
