that second rubber is supposed to be loaded also together with the roller rubber. in Europe we call it a booster and its being used on rollers because they have a slow start speed of the shaft so you need a regular band to get maximum speed of the shaft right away when it exits the muzzle.
your slightly wrong about the reason for less recoil , 24 years as a gunsmith, the main reason on that particular gun is the fact that you have rubber flying backwards underneath same time as you have rubber and spear going forward on top so they cancel each other out , like the reverse cross bow designs of recent years, mass helps but not as much as countering the rearward recoil with a forward recoil , some fixed firing pin machine guns have the same system of cancelling one recoil out with another or the use of directed gas or springs etc.
i never said it was cancelling the felt or actual recoil i said it was diminished due to the opposite action of the band, don,t forget the band is moving rearward before the spear has overcome inertia to move forward , so the initial, although be it small, movement of the entire gun would be forward or at least stationary until the inertia has been overcome , but we are talking milliseconds so its just semantics at this point , still nice to have an intelligent polite conversation on you tube for a change thanks .

As far as the recoil of a roller gun is concerned, is true much smaller than ordinary guns. In fact is 25%less. This is because at the "loaded" state, half of the band is on the top side of the gun and the other half is on the bottom side. At the "after shot" state, the full length of the band is on the bottom side. By doing some simple maths, it turns out the above result. So, as you mentioned in the video, less recoil means better accuracy. A good roller gun is capable of very tight accuracy at long range. But roller guns have a drawback too, as always is the case! They usually shoot downwards in more than 3 times the length of the shaft. The rollers themselves can produce unstable shot, along with overstreched bands and make it completely useless. But if you maintain good quality bands suitable for roller guns and hard straight shaft, you will forget everything else when power is a concern! Guaranteed!! Keep on the good work and keep diving! I want to buy a speargun which has the line attached to the gun. What type are they called ?, or are the buoy attachment ones just normal ones with that feature added ?

I had one in the 70's. I found it a disappointment. Perhaps that is a good one. I found the rubber would bind on the roller. It was such a pain to load and untangle I actually threw it away. It was a big waste of rubber. Long bands folded over a roller like that would not behave it would tend to bind I stick with what is well proven and simple. I suppose the the new models work better but the gun I use is simple and works well. Power is not a problem.

Does it still work at max velocity if the secondary bands a smaller band, say if I am running 16mms in the rollers and like 10mms on the secondary

it's actually the mass of the rubber going in the opposite direction that cancels out the recoil of the spear

The more pre tension at the muzzle the more power so in theory yes as long as the rubber maintains stretch
