There are many possibility for this question the one is like we can take common points from mute person and blind person they both can feel touch. If mute person goes towards the blind person and cheak the pocket of blind person blind person understand the purse was lost and blind person understood the thife is deaf person.

If there is enmity betweent the blind and the mute,he will not tell him
To solve it , firsf we have to assume that blind didnt knew the total amount of money in the purse but knew how many notes were there because generally size of all notes are same so it becomes nearly impossible to distinguish b/w them for blind people , second the deaf saw the total money after stealing the purse.(both assumptions are usually true in real life under normal conditions)
First we will take the purse from deaf by stealing and will hide it so that deaf cannot take the purse by either stealing or using force, now mute will tell deaf that the purse is now in his(mute) posession, now to frame mute as the thief in front of blind, deaf will say to blind that mute has stolen his(blind) purse, blind will tell mute to give back his purse, but mute will give (purse+money) back only in hands of deaf , firsf he will give purse to deaf without money, second he will give same number of notes to deaf but of lower value, for ex -originally 2 notes of 100 dollar were present in purse, but notes given back to deaf 2 notes of 10 dollar. Deaf will accuse him that he has given back less amount of money, listening to deaf's word , blind will understand that deaf initially stolen his purse due to which he knew the exact amount of money in his(blind) purse
