  • The 1978 World Cup would be hosted in Argentina, a country in turmoil, having recently been overtaken by a military dictatorship. The tournament was full of controversy, with allegations of match-fixing and bribery rife.
The tournament still carries negative connotations to this day, but sadly, the world of football does not appear to have learned its lesson.

Continuing the previous comment, as it got too long.
    6) Could and should have there been a boycott? For a boycott to have a chance to be effective, the best time would have been before the qualifiers even started. First we should look at exactly that happened, the first qualifying games were played in the African qualifying zone in early March 1976, shortly before the coup in Argentina, which took place on March 24th 1976. The first UEFA qualifiers were played in May. Given the fact that most countries in the world at the time were ruled by military dictatorships and that the Warsaw Pact and COMECON countries recognized the military regime in Argentina, any boycott could only come from the Western European countries, and such a campaign did take place in 1978, shortly before the WC, when it was too late, not during '76 and '77, when the qualifiers took place.
    7) Could a boycott have stopped the WC from taking place? In a time period close to the '78 WC, that is the second half of the '70s and the '80s, 4 consecutive Summer Olympic Games were boycotted to a larger or smaller degree, Montreal in '76, Moscow in '80, Los Angeles in '84 and Seoul in '88, still all took place. A boycott by western European countries would not have stopped the '78 WC, as other teams would have simply taken their place, but it would have definitely had a symbolic impact.
    8) Where else could the '78 WC have taken place, had Argentina decided not to host it like Colombia did in '82 or had FIFA taken the tournament from Argentina? Given that '78 was South America's turn to host the WC anyway, FIFA would have to give priority to South American bids. Colombia can be ruled out as at the time it was taken for granted that the country would host the '86 WC, Peru, Ecuador and Bolivia can be ruled out for economic reasons, Venezuela which might have the economic ability had very little football tradition, Uruguay and Paraguay had neither the needed infrastructure nor the ability to build it, which leaves only 2 options, Chile and Brazil, the 2 countries that had up to that point hosted WCs in South America in the post WW2 period, with Brazil the most likely option. Both were ruled at the time by military juntas, Chile since '73 and Brazil since '64. While it is true that things in Brazil were not as brutal in '78 as they were in Argentina, the chief reason for that was that the Brazilian junta had been in power for much longer, and anybody familiar with the history of successful military coups and dictatorships around the world knows that the first years after a coup are also the ones characterized by the worst oppression. To take the WC from Argentina because of the military junta and give it to another country also ruled by a military junta would have of course been absurd.
In a nutshell, the '78 WC doesn't need to be more or less controversial that other WCs, all WCs are controversial for a variety of reasons, something inevitable as a WC has so many aspects. The non-sport side of the '78 WC made things which have practically happened in each WC seem more suspect and sinister than what otherwise would have been the case, a perfect example in the WC that followed, that of Spain in '82, a far more questionable tournament from a purely sport perspective than '78, what differed was the conditions in the host country, with Spain having just come out of the Franco dictatorship period. As for a boycott, had Western Europe decided to do that, it would certainly been a correct, honorable and praiseworthy decision, but it is also difficult to blame them for not boycotting, particularly if we take into consideration that there has been no concerted boycott campaign for the Qatar WC, which is a far worse case than Argentina, as a) it was totally predictable in 2010 at what state Qatar would be in 2022 and under what sort of regime, contrary to Argentina in '66, b) the country has practically zero football tradition, contrary to Argentina, c) there is no room for football growth either and d) it is a country climatically totally unsuitable as a WC host, apart from the fact that it was obvious from the start that there was bribery involved. A boycott should have taken place the first day after Qatar was chosen as host country for the '22 WC. Concluding, the things said about the '78 WC are mostly said by people who evidently have never seen any footage from the tournament, like Jon Spurling's claim about Kissinger being a host speaker in the opening ceremony, and are clearly clueless not just about football but anything else in general. Practically all footage from '78 is available online, people should better watch it first rather than uncritically reproducing all sort of nonsense they have read about it.

Specifically regarding the debate around the Argentina-Peru game, one version of events that is worthy of particular interest and analysis is a statement by former Peruvian senator Gennaro Ledesma, made in 2012 about the fixing being the result of a deal between the military dictatorships of Peru and Argentina, with the transfer of Peruvian political prisoners which the Peruvian junta wanted to get rid of to Argentina, in exchange for Peru's defeat in the game in question. Since Ledesma's testimony is not in itself available online, what is left are various journalistic accounts of what he said. There were indeed 2 cases of Peruvian political prisoners being transferred to Argentina, although it isn't fully clear from those reports exactly to which Ledesma was referring, so both will be examined. The one is about Ledesma himself, who was exiled in Argentina for a period of time, and the second is about a group of 13 other dissidents also transferred to Argentina. The problem with both cases is timing, as Ledesma's transfer to Argentina took place in 1976, a time when nobody could know whether Peru would play in the tournament in the first place, as the South American qualifiers hadn't even started yet. The second case took indeed place in 1978, but in May, that is before the start of the World Cup, at a time when nobody could have known that Argentina and Peru would play against each other, let alone that Argentina would need a win with an at least a 4 goal margin. Ledesma can hardly be blamed for this, as asking him to be objective and unbiased in this issue would be akin to asking concentration camp survivors to be objective and unbiased towards Nazism, but this case clearly demonstrates the need for critical examination of everything, regardless of how reliable a source may be considered, plus instant cross-checking. The fact that many journalists reported the particular statement as "evidence" of the particular game's "fixing", is journalism at its very worst.
One very recent and very similar case of how easily disinformation can spread when journalists don't do their job properly is the rumor that circulated online after Messi's penalty miss in the game vs Poland, namely that in the previous 2 Argentinian WC wins in '78 and '86 Argentina had missed a penalty in its third A round game, supposedly an omen about Argentina winning the 2022 WC, a rumor uncritically accepted and further spread by professional sports journalists, who if had even bothered to take a look at highlights from the particular games would instantly know that there was no penalty given in favor of Argentina in those games in the first place, let alone missed by Maradona, Kempes or anybody else.

Most of the things said about the '78 WC are said by people, who although may not be professional conspiracy theorists themselves, have a way of examining things that is very similar to that of conspiracy theorists, that is a very superficial and a very selective examination of facts. Regarding the '78 WC, there is a number of questions that need to be asked and answered.
    1) Was the tournament fixed? When answering this, a distinction needs to be made between intentionally or unintentionally poor refereeing and teams actually agreeing to play for a specific result. The possibility that all participating teams were part of such a deal can be dismissed with certainty, so what we are left with is the possibility of the Argentina vs Peru game having been fixed.
    2) Was FIFA in collusion with the Argentinian military junta? Argentina was given the '78 WC in July 1966, almost an entire decade before the March 1976 military coup that brought into power the military regime of the 1976-83 period, which was not by far the first coup and military dictatorship in Argentina's history, but it is the most known for a variety of reasons, the '78 WC among them. Therefore the usual claim that "the WC shouldn't been hosted by Argentina which at the time was ruled by a military dictatorship which used the WC to whitewash its image" forgets that this was hardly the first such event in Argentina's history, and that the particular regime had nothing to do with Argentina's bid. In fact Argentina was at the time a country so unstable politically, with civilian and military regimes replacing each other all the time, that nobody could have been able to predict in '66 at what state Argentina would be 12 years later, and under what sort of government.
    3) Was the Argentina-Peru game fixed? With no hard facts that can definitely prove what happened, what is left is speculation and theories upon theories. Before taking it for granted as many people do though, we should examine the possibility of whether the particular game can be explained in purely football terms. The main argument of those who say that the game in question cannot have been anything but fixed is that Peru won its A round group with the Netherlands in second place. They forget that Peru lost both its 2 first B round games vs Brazil and Poland and was practically out of the WC when it played vs Argentina. These variations in team performances during major tournaments are very common and were the case with other teams as well during the '78 WC. For example Austria won against all expectations, just like Peru, its A round group, and in its first B round game vs the Netherlands got thrashed 1-5. Of the top 4 teams, Argentina, Netherlands, Brazil and Italy only the latter won its A round group and it ended up in 4th place. Although the possibility of a fixing cannot be excluded, there is a very simple explanation to what happened to teams like Peru and Austria, that by having exceeded all expectations, simply didn't have the same motivation and concentration in round B, while also facing stronger opponents.
    4) What about the final? One of the most bizarre claims about the '78 WC is that the Argentina vs Peru game supposed fixing "robbed" the Netherlands team. If the Argentina vs Peru game was indeed fixed, the team robbed by this result was Brazil, which hence lost the first place of B round's B group and therefore a place in the final. There is no reason for the final itself to be something particularly controversial, the refereeing was poor but not decisive for the outcome, and not much different than what was the case during the rest of the tournament, it is characteristic that despite the many fouls and harsh play only 3 players were sent off during the '78 WC.
    5) Is Videla's and Kissinger's presence in the Argentina-Peru game an evidence of fixing? When watching footage of various matches of the '78 WC, somebody can see Videla present in most games, not just Argentina's, while Kissinger can be seen in archive footage of several major tournaments sitting in stadium seats reserved for officials. Claims made by Jon Spurling that Kissinger spoke in the opening ceremony are evidently false for anybody who has watched the footage, with speeches made only by Cantilo, who was the head of the AFA (the Argentine football federation) at the time, Havelange and Videla. Kissinger is actually nowhere to be seen in the footage of the opening ceremony, on the contrary he can be seen in that of the closing ceremony, in the stadium section reserved for foreign ambassadors and diplomats.

    1930??
The Uruguayan Police, at halftime, entered the Argentina dressing room and attacked the players.
    1934 & 1938??
Fascist Italy, by Benito Mussolini, World Champion with 4 Players from Argentina, including the best player in the World of the time, Raimundo Orsi.
In both finals, the Italian team received a telegram from Mussolini: "Vincere o morire." (win or die)
    1954??
Germany stole the World Cup from Hungary, the players were doped with injections of pervitin, a doping methamphetamine (the same drug that was supplied to the SS Soldiers).
    1966??
In the Semifinal, Argentina vs England, the German referee (guess which teams played in the final) sent off Argentina's best player, Antonio Rattin, because the player looked at the referee with bad eyes and considered it an aggression.
Due to this controversy, the English referee Ken Aston presented a project to FIFA, Red and Yellow Cards, a project that was approved.
What happened in the 1966 final was another scandal.

Different opinions are welcome, and 78 is far from the only example of World Cup corruption, I just think it’s the one with the most examples of bent rules. In terms of the examples you have given.
1930-Admittedly I didn’t know about that incident, I’m sure I’ll cover first World Cup at some point so will read into that more.
34/38-Agree with you and have read about the corruption alleged in those two wins, again intend to cover that topic in the future.
1954-I have covered this in my video about the Magical Magyars, tbh from what I’ve read it’s hard to draw a certain conclusion, however it is strange west Germany would do that considering they lost 8-3 before and how good Hungary were.
66-Bias towards hosts is sadly common, as seen in this video, and other examples include Neymar’s penalty in 2014 and 2002 World Cup. So whilst I agree, it seems to be a common theme for world cups.
Whilst Hurst’s goal was a controversial decision, i believe England would have won that game whether it was given or not. I do certainly believe it’s possible they gave into pressure of home crowd, but I think they probably would have scored soon after anyway.

We entered the plane of assumptions, anything could have happened, the truth is that it was a phantom goal.
If the Munich tragedy had not happened, perhaps England would have 2 World Cups, if Argentina had gone to the 1938, 1950, and 1954 World Cups (where Argentina won all the American Cups, and all the friendlies against the powers of Europe), Maybe Argentina would have 4 or 5 World Cups, we will never know, so I only base myself on the facts, and not on what could have been and was not.
England had a great team, as did Argentina and Germany, but it is not healthy for the sport that the referees of the Semifinals are precisely from the 2 countries that go to the final, and that happened in 1966.
Denying that from 76 to 83 there was a dictatorship in Argentina is silly, but in Korea and Japan there were more controversial parties, with 2 countries in Democracy, as you mentioned in your comment.
