It will be some of the most amount of water many have seen in their lifetime over the next few years. The times in the past when these happen where quite devastating. Some of the wettest for at least this century comparable to the biggest ones of last century.

I don't remember that side of the county having major flooding in years past? Maybe its because I'm West County and we were getting slammed ourselves?

Was there a problem with the Mantanzas Creek Reservoir - Upstream along the creek from where the flooding occurred? It's a big reservoir, with an earthen dam made a long time ago (1963)...strangely, I can't find any images of it online...just shows on some maps...
We're a long way from swift moving water yet. If it keeps raining like it is for a few days - then we could be looking at big problems... The local Russian River (flows west of santa rosa and to the coast) is still not even flowing yet...it's really still a long and putrid shallow lake...lots of toxic algae plumes need to get flushed out.
How come California hasn't develop a pumping system to pump such flood waters into the reservoirs where it is needed?? Many of these areas have almost a regular annual flood cycle.
