The cops are designed to be HORRIBLE for that very reason, majority of their arrests are due to scuff. Zolo is not the best criminal, and does crime everyday hasn't been caught in over 2 weeks. If it was like 3.0 then yeah I'd 100% agree.
Issue is you view a character being arrested as an IRL punishment. Whereas an Admin views it as an opportunity to RP. If both escaping and being arrested can lead to good RP why intervene at all? Sorry but your streamer just needs to RP better. Also sometimes scuff helps you escape, other times it gets you arrested. That is fair. If you get arrested you can RP with the cops, banter away, beg away, argue away, flirt away,... as he or she likes. Go on a revenge arc, downbad arc, prison arc, whatever. Just have fun with it. Trade some information for a reduced sentence. All kinds of options. Sadly though, most viewers like you only want to think cop bad, crim good instead of seeing it like a community effort to create great storylines. Plenty of crims just laugh when they get arrested, scuff only adds to the laughter, that is the mentality the server needs. The only times admins should really interfere is when arcs get destroyed due to rule breaking or people being too sweaty or similar
