What are the Farm Bills and how will they affect farmers? | NL Cheatsheet

  • Last week, two #FarmBills which bring in sweeping reforms in India's agriculture sector were bulldozed through #Parliament. This happened while farmers and Opposition parties were holding widespread protests saying the reforms will be a death knell for India's agriculture sector.
You're probably wondering: Are these Farm Bills good or bad? Are the reforms to the agriculture sector proposed by the #ModiGovernment beneficial to farmers, or are they harmful?
Resident Parliament nerd Meghnad S explains what the reforms are all about, and how they will affect farmers.

While you covered most of the points of the bill. You missed a very important point that resolution of contracts etc will not be done by courts but via the SDM. As you know our farmers are so game with contract law and SDMs in India are so honest. This will work perfectly in favour of the farmers whenever an issue with a corporation arises.

@Geetha Rani M There isn't much option. If you're getting shit prices currently and someone comes and gives you better option then surely they'll be tempted. There are many who barely make enough to sustain their family, won't you be tempted to go for such an offer. Maybe you've never seen/worked on a farm so let me give you another analogy. At your job you barely make enough to sustain you and your family, now a corporate comes with a better job offer with much better pay, are you not going to take it?

    • @slashybluesy
      @slashybluesy Před 3 lety +2

@Pasta They have to give a higher rate initially to tempt the farmers. Its once that the farmers are trapped in the contracts that they can change things. Since you're giving the example of Canada and US, read up on the history of how it worked over there. Initially it worked quite well over there it was much later with consolidation of the existing companies etc that things began to change.

I have spoken with many real farmers regarding farm laws.
Mostly they compare it with ola and uber model of business.
    Their biggest fear is:
The corporates will give very good rates initially, then all the farmers will sell only to corporates.
Then as a result of no business in APMC yards, APMC will collapse, as such even MSP will collapse.
Once the competition with government is eliminated.
Only then the corporates shall indulge in exploitation of farmers and the consumers.
By rigging the rates of commodities according to their wish, because of their storage capacity, and in-between collaboration amongst many corporates.
Its a logical scenario according to me.
    Solution could be:
The government can give assurance that it will never stop MSP and keep on running APMC by subsidy for next 25 years.

  • @JR-ee4xf
    @JR-ee4xf Před 3 lety +1

Meghnad has been quite fair to the proposed laws. Contract farming itself had been recommended by MS Swaminathan. The point is that since some of these reforms have already been tried out and didn't work out as expected, coz you know, the world is not ideal, doubts regarding their implementation and discussion of steps (with stakeholders) required to correct them are pending. The way the govt went about this is so undemocratic and farmers are clearly unconvinced is the problem with this. Last I checked, India is not an authoritarian state as per its constitution. Remember folks bold does not necessarily equate to wise.

And privatisation through coporate business which have no understanding of life or respect of nature or humanity. In Germany government is making so many stipulations that farmers are close to insolvency as they cannot do all the investments the government is asking for. Once farming is stopped in Germany - of course food needs to be imported. This way they can make the world dependent by "owning the food chain" they can "control" humanity. Vandana Shiva has brought this scheme to light and she is a woman of wisdom and foresight as well as fortitude. Thank you and God bless you. Must say, every time to oppose just to oppose is will lead country no-where. I know some of the economists also favored these bills. Anyway, without private players, in airlines to cellular sectors, where we might have been, we all know. Anyway, for such a big & complex country, not everyone can be made happy.
So if Punjab & Haryana protest & no other major states are protesting then might be political influence. Else, entire country is mostly into farming. So country should have been burning if all are not happy with it!

@bakunetsu storm I ask you 2 questions regarding the conception of government giving job and private sectors giving jobs:
      i) There are 2 choices: a) Where salary is high but job security is not present. b) Where salary is low-moderate, but job security is present. Which one will you choose?
ii) As per the clause of WTO that India became a part in 1991, trade barriers are to be removed, and government should not pay subsidies to the farmers. US is also a part of WTO, still it provides their cotton farmers subsidies, and that's why they can sell the cotton at abnormally low prices in global market. But 3rd world countries like India are being pressurised to remove the trade barriers. Is this free and fair globalisation? This question is part of NCERT Class 10 Economics book under chapter globalisation. You can download the NCERT app for verifying.

@bakunetsu storm Also, regarding the per capita income, I can show you an example to prove why it is a deceptive way of measuring the development of a country.
Let's consider 2 countries A & B, where 5 people live in each country. In country A, the salary of 5 people are 25,000, 5,000, 2,500, 7,500, 10,000. And in B, the salaries are 10,000, 9,000, 9,000, 10,000, 7,000. How do you understand which one is more developed using per capita income as a factor? A has more per capita income, but the difference is huge, and in B, though the per capita is less, the salary is more or less equal.

Clearly presented arguments from both sides. However, the last point that our government can (in fact regularly does) limit free market operations in agriculture by banning imports and exports at the expense of Indian farmers should not be held against this particular bill. The fact exists independent of this bill. We can only hope that the tendency will reduce gradually as it only hurts our agriculture industry.

Correction the APMC in different states is regulated by the respective SARKAR of that PARTICULAR states. One of the major concerns of the farmers was the fear of losing land to the BIG GIANTS which was not discussed in the video, which in turn is just fear with no grounds since THE CONTRACT FARMING AS TOLD IN THE BILLS AND IN THIS VIDEO will ONLY be done ON THE PRODUCE and IT MUST NOT INCLUDE BINDING OF ANY KIND on THE LAND of the farmer. I completely agree that these reforms seem to be a bit Theoretical-Revolution, but the need of the hour is to plug the loopholes which are giving the farmers GENUINE concerns not FORCE the COMPLETE WITHDRAWAL OF THESE BILLS. I would not like to talk about HOW THE BILLS were passed tho.

The quantity may be up, but in a number of cases quality, taste, and nutritional value are down. Also, many small farmers have been hurting (trump sold them a bill of goods, nothing improved for them). If there's anything in those bills which would allow corporations to take over farms or exert control over farmers, then I say protest, protest, protest!

    For example,

Let consider reliance (remember jio bulldozer marketing tactics) company buy all future rice bags at a fair price from farmers in India 🇮🇳 , which is not yet to seeded. Which create artificial scarcity in future using it he keep higher prices than MSP which led to chaos in buyer and where let to a shortage in government state-run reaction stores poor people can't eat their meals.
2.There will lose the small and micro scales farmers in India.
MSP was not only supported price but also it gives money for buying small things like agriculture equipment and fertilizer keep running. Where private companies never keep on their minds because their holy grail is profit.
Which will not support their likelihood hence they turn over the city for there survival. Let to losses in small and microscale farmers and huge migration towards to city and jobs loss.

» Farmers still have a choice to sell their cultivation in open markets rather than APMC infact majority of farmers sell their cultivation in open markets because the APMCs are far from their reach and the transportation cost is high, they can't afford. There are other factors as well for selling their crops in open market.
»Middle man, 6 of my known ones are Middle men here. Out of these 6, 2 are Licensed and 4 operate in open market. For 2, it's like govt. job, not much income but secured. Rest 4 are earning more than any of the licensed middle men trust me they are making the dow(pun intended). Farmers sell more in open markets and these middle men rip them off cause of no MSP law there.
» Farmers are demanding to abolish the new bill because it will give more benefits to open market middle men(who are already ripping off the farmers) and the farmers will still go empty hands.
»Now coming to corruption in APMCs, remember 2 of my relatives, yeah they don't have clean hands as well. Majority of farmers don't know about MSP standards and how it is calculated, the middle men provide them with enough money in hand in the starting but then they exploit them by the help of outsiders in the name of Money Landers for expanding their fields, Urea and other fertilizer providers who sell coal at the price of diamond. Farmers have no choice but sell their crops in open markets from next time and 6 of my known ones are already waiting for them out there.
» Farmers who understand these webs and are ready get out of it can't just come out because when they come to know about it they are already too late and trapped drastically, here govt. subsidiary system helps them but the amount of debt, their living expenses, education expenses for their children leads them to a tree and rope and you know what happens then....

According to bakths, *"70 SAAL MEIN KUCH NAHI HUA"*
    BUT
✓ Even before Modi was born, India had prepared the world's best Constitution and started its implementation from January 26, 1950.
✓ When Modi was just six months old, India had hosted the first Asian Games in New Delhi and Jawaharlal Nehru introduced India's first five-year plan.
✓ Before he turned one, the IIT Kharagpur was established in 1951.
✓ When Modi turned two, India held its first general elections in 1952.
✓ Before Modi celebrated his 4th birthday, India created the Atomic Energy Establishment, Trombay (AEET). It was later renamed as Bhabha Atomic Research Centre.
✓ When Modi was just 11 years old, Indian Army liberated Goa and French-ruled Pondicherry , became part of India as a Union Territory.
✓ By 1961, India had established 2 IIMs and five IITs.
✓ By the time Modi turned 13 years, India had built Bhakra Dam ,Himachal Pradesh.
✓ Modi was just 14-year-old when Hindustan Aeronautics Limited (HAL) was formed.
✓ When Modi was about 15 years old, India's had fought and won the second war with Pakistan in 1965.
✓ When modi was learning to ride bicycle, india had already started manufacturing aeroplanes and helicopters.
✓ When Modi was about 17 years old, the foundation of the Green Revolution was laid and farmers harvested the first crop of high-yielding wheat.
✓ When Modi was 19-year-old in 1969, ISRO was founded, nationalized 14 banks,Tarapur Atomic Power Station became operational.
✓ When Modi turned 21 in 1971, India was fighting its third war with Pakistan.
✓ When he was only 24, India conducted peaceful nuclear test at Pokhran in 1974.
✓ Long before Modi became the Prime Minister, India had already taken the initiatives for Chandrayan, Mangalyan, GSLV, Mono Rail, Nuclear Sub-Marine, Agni Missile, Chetak, MIG, Arjun Tank, Sukhoi, Dhanush, etc.
Therefore, India WAS a powerful nation with a robust economy before modi gov.
During the last 70 years India has grown tremendously and all ex prime ministers have taken brilliant decisions due to which india is now one among the biggest powers in asia .
Modi and his bhakts would not have raised the question '70 Saal Mein Kuch Nahi Hua' if they would have read history.

these laws were necessary for india's agricultural sector.
only 6% farmers in india enjoy MSP.
the excess food bought by food corporation of india from farmers gets stored and when food corporation of india runs out of spaces to store it just gets dumped . Pvt players will have more resources to manage , store , these products , even export .One of the three laws will educate the farmers about new and modern techniques and different variety of crops .
Where ever open market has been formed , the ones who are willing to provide better services have gained more profits .

Also huge thing is not able to sue companies for not paying the farmers. All liability is written out of the bill. This is what killed sugarcane and other farming practices in punjab. Only rice and wheat now since they have msp and farmers dont get exploited by the companies that have prime minister in there pocket.

Also, this reform has been discussed and in contention for more than 10 years. Should have atleast been discussed 10 more years before its implementation.

@@alaapsarkar It will most likely create a monopsony in the market where the buyers are very few (MNCs and huge companies). This will force farmers to lower their prices in order to sell their crops to the buyers available. This is what Meghnad means by exploitation as when there are only few buyers and thousands of sellers prices might go too low for the agricultural practice to be sustainable. The middlemen was made in order to prevent this type of exploitation but bureaucracy without transparency made APMCs into a sort of exploiter too. In order for this bill to be successful, govt has to ensure there are number of buyers available to sell these produces to. This way farmers can sell their produce at a fair price as they aren't force to sell to a select few. How can they do this? Mujhe nahi patha yaar main to economist expert nahi hoon thoda padha hua hoon.

@@alaapsarkar If I have to venture however, they have to put a limit on mass hoarding on very huge MNCs (like the JioMart which will be coming soon) this way they cannot form a huge stake of the buyer's market and create the monopsony that I had mentioned in my previous comment. They need to regulate this aspect or else we'll become like the agricultural practices of African countries where liberalisation has led to food security issues(Case study of Senegal and comapnies forcing farmers to grow cashew nuts [I don't remember correctly if that is the crop] ).

@@harshithh.s.7513 Regarding your 1st point there is already a monopsony which are the authorised mandi traders. This bill doesn't remove anything, mandis are still there, government can still buy at MSP and now the farmer can also sell their produce in other markets. This bill breaks monopsony.
Before this bill the farmer could only sell their produce to their allotted mandi now they can sell at mandis or to anyone else. If they don't get a fair price from the open market they can go to the mandi and sell at MSP, that option is still there.
I need to look up on your second point.

Liberals would never support communism, or any other authoritarian regime. So not sure what you have put those two together. As a liberal I have to agree that the goal the government is pursuing is good the reforms will harm allot of people who rely on farming. The underlying idea is that small scale farming is unsustainable, as they will not be able to compete with big farms "corporations". The government want's to quickly reform the farming sector with disregard to what will happen to farmers. In my opinion the government should create a government farming fund that would issue out loans and grants to farmers for land acquisition and modernization and give out additional subsidies to those farmers that would want to sell their land and offer them financial incentive to change profession. The government should also prevent land monopolization by judge corporations that want to enter or increase their hold on the farming market. If the reforms are done right, farms will become larger and more modernized and thus will be able to produce more produce that could be sold at cheaper prices. The farmer will earn more, the food will be cheaper. The government should not leave behind those that decide (or in a worst case scenario will be forced by the market) to sell their land. These people can start businesses that provide services for farmers. Poland went threw similar reforms and has done fairly well with it's farming market. The government in Poland has oversight over the farming industry as provides financial incentive (lower taxes, grants and low interest loans) to farmers.
Both extreme solutions will be damaging to people. The current system is unsustainable as small farmers produce very little and thus cannot compete on an open market without government subsidies. Even with the subsidies the farmers earn very little which doesn't allow them to invest in modernization. The liberalization of the farming industry will force many farmers out of business as big players will outperform and outcompete small farmers that will be forced to sell their land and figure out by themselves what they should do now. The latter solution wan't to quickly change the faming market no matter the human cost - Margaret Tatcher style. This will have quick beneficial results for the country but many farmers will be left to fend for themselves. Furthermore there is a risk that uncontrolled land acquisition fulled by corruption will create a handful of huge corporations that control and dominate the market, destroying even large independent farmers.
Reforms are necessary but they have to take into account Hunan lives that they will directly affect, and not only the big picture and macro data.
    Good luck!
