Use it in combo with GRU speed-boost gloves. Healthdrain is less risky when you have 50 more hp
Also, crit glow makes BLU Dalokohs look like japanese green tea kit-kat)

How come the scout got health from it when he killed the Heavy, versus the Soldier not getting it?

Because at the time the Heavy died to the Soldier, his chocolate hadn't recharged yet. When Scout killed the Heavy, his chocolate was charged and ready to eat.
