The turtle shells block fireballs. You can also doge fireballs if you get Octogeddon in the right angle, they should go under his chin.

Blitz, fast way to reliably win stages is to use bees. Not normal bee, Queen Bee from the shell shop. Also if possible get firefly (not sure if it is from shell shop or you get it normally) LOAD yourself up with bees and leave one slot for a claw-type tentacle and one for something that can deal with cloak (fireflyyyyyy)
