But can I do something meaningful within the available space. Let us say conditions are similar to Chennai/Pondicherry. Any tips are welcome.

Once the weeds start to grow big, it is time for you to plant your seeds or small starter plants appropriate for your climate. My backyard was bare soil from gardeners blowing all material away for years. By throwing tree branches and cut grass down, and waiting three years, I had a place to grow plants.
