I think Ricky just didn't really understand what stepping was, or was so in the moment that he didn't realize he did it.
The other guy seems to be fully aware of the fact that he was making mistakes, and seemed to be apologizing profusely for it, but then kept doing it by accident each time anyway.
I'd say it was comical if it wasn't for the fact that those neck slaps/chops are dangerous and could have seriously injured Ricky.
