thats crazy to me that an artist can essentially make a living solely relying selling at both comikets a year.

Because it contributes to the economy in a sizeable non-insignificant way. Everybody gets a slice of the pie every time a comiket is held: The venue owners, the organizers, the volunteers, the circles, the photographers, the train and logistics companies, the hotels and restaurants and shops in the vicinity, the Japanese customs, etc.
Also it's because there's a quirk in their copyright law in that it only infringes if the IP holder press charges. And most don't because personal privacy mentality and because cultivating a horni crowd means they in turn can sell some horni as well.

US doesn’t have a comiket for self published works, but they do have a lot of different events for each category like pax, sxsw, gdc, etc.

Simple, it's free advertising, its not rare that people start a manga/anime series after they see a hentai parody

fair use content is one of the best way if not the best for free advertising too, but guess what most company in japan doesn't like it, and although doujin is more cultural and acceptable at this point by companies, there is still company that still say no to doujin.
so no, free advertising is not the main reason.

Nintendo is somewhere along the lines of "better to avoid, do it at your own risk." There has been a case in which Nintendo actually sued an artist. There are genres that some printers simply say no because of the risk of receiving collateral damage; the most famous example of that is Disney.
