You're absolutely correct... All hydroelectric dams have the turbines down at the bottom... I grew up just a few miles from the Niagara Power Projects, and have taken the tours of both power plants on the American and Canadian sides... They are AWESOME sites to see...

the Highest flow pressure is at the bottom. he took the flow on above..
Whit all the work he has done he should have find a way to put the pipe at bottom. I would even put two rotator...
