I think it's ridiculous that there are now thousands of unused escooters in peoples houses that could be used responsibly to tackle congestion and the cost of living crisis.     Well said Andy. I've been waiting for years for the law to change. I work 1.5 miles from home and is used to take me 8 minutes to get to work but I'm now back in my car and sitting in traffic . This country is a joke with the laws . SAD place to live and I'm British

    You also can't take them on many UK trains now so they have become pointless for commuting to London. Now i drive my car under 2 miles to the station each day, pay £10 parking and i'm forced to use the tube. Crazy.

    There should be an investigation into the reasons why all the politicians that voted to make them illegal voted the way they did. If a law cannot be justified, then it isn't representative of justice. Unjustifiable laws should just be ignored by society.

      We live in a democracy in the UK. Do a majority of people want e-scooters and ebikes to be controlled by a government who contradicts its own policy of being greener and thinks the best way to control is to legislate without making informed choices.

      Cars, vans, hgv all hit and kill people daily, but we don't hear banning all these vehicles. Government just want their cut but will blame it on, "oh, we don't know how to properly tax it, so ban it"

    Absolutely spot on Andy. My Vsett 10+ sits unused because of this idiocy. And I hold a full motorcycle licence, why on earth can’t a framework be put in place to allow us to register and insure these modern modes of transport??? It’s utterly ridiculous.

    That's a valid point, people using a mobility scooter are allowed to roam around freely and the current UK laws allows the police to confiscate E-scooters.

      Mobility scooters go slower, you also by law have to have a mobility barrier to use one. They are also aloud in buildings that escooters won't be. Haveing said that escooters need legalisation now!

      @@benreed4957 I am disabled and do use a Mobility scooter at times when my condition worsens now and then , they are supposed to be used at 4mph on pavement and they all have this slow setting I do use , but some oap's etc are using them at the full 8mph setting in town centre shopping malls and have caused injury to people , police should stop harassing these small 250 watt scooter riders let them be legalised and clamp down on the speeding OAP's in mobility scooters 🤣

      I use mine daily in London to back and forth to work 3.5 km each way 10 minutes to work a bus 35 minutes. I abide all road rules, unlike gas scooters who are the the most dangerous people on the road. Ride right by the coppers and they do nothing . I think they have bigger fish to deal with. But how come a rental Lime is legal and a private one isn’t ? MONEY…..

    100% totally agree Andy. I rode my e scooter the 2 miles to the train station and back on my journey to work from 2017 to 2020 without issues then the negative press started and the police enforcement began. I used to ride past police officers without any issue, even had a few instances where they would show a positive interest and ask me questions about it. Now I don't ride for fear of persecution. Even if I did still ride, I couldn't use it to go to work as the train company Govia have now banned all e scooters from trains (even though foldable e bikes are still allowed) This country is going to pot. Seriously drives me mad!

      I completely agree with you, 100% the world has gone bonkers, I am aged 78 and run a Smart Car, for a couple of years ive popped down to a local road, parked and got my scooter out of the back and ridden into Winchester City Centre along the river navigation cycle/ pedestrian path with no trouble, i get off and walk if there's a lot of people about or families with children. but now due to the bad press ive left my two scooters at home and not used them for a year or so , its about time our politicians got on and do the job that we intend them to do. Come on Grant Shaps earn some respect and legalise them!! . This drives me mad as well

    I drive past an amazon warehouse on the way to work and it constantly astounds me how many workers need to take Ubers/taxis to get in, this means the first and last half hour of every shift is used to pay for transport, these low paid workers need cheap ways of getting to work, some go by on e-scooters but this is still illegal. From what reports I've seen there'sno evidence to say that they're any more dangerous than cycles. The government needs to make a decision (but I doubt it will) to help these people who can't afford to buy a car.

      I have a taxi driver mate. And I sometimes go to meet him for a chat outside an industrial estate where he picks up a worker to take him home each day. Just a regular guy working in a warehouse, and he pays for a taxi each day.

    I rode around no worries for years, even chatted to police at traffic lights. Then few months ago, I was stopped and given 6 points £300 fine and my 2 day old scooter confiscated. I believe there was talk of the law being amended so private users could get insurance in July 23 but this has been delayed.

    This boils my blood I've had a 250w hailbike for years riding it around, I've just got a cyrusher kommoda derestricted it I probably average 18mph rather than 16mph and feel like a criminal for doing 2mph more! This country is do restrictive 😢 thank for the video Andy

      my 250 watt does 16.5mph unmodified, technically it is a moped (so is yours), always gives me a smile when im riding.

      I have a 250w haibike sduro hardtail. Ive de restricted it and can get about 35mph on flat with mountain bike tyres. It's great fun and I ride it out in the country with no one about so not hurting anyone. If I'm in town i switch it back to restricted using the lights button on the display.

    Spain allow E scooters and they are treated like bicycles. No additional insurance. They have dedicated lanes and you must give pedestrians priority. They do have speed limits however. If you ride responsible what’s the problem here in the U.K. 🤬. The police even threaten not to only take your e scooter off you, they can endorse your driving licence here in the U.K. Yes some riders are inconsiderate and ride dangerously.
    We don’t have the infrastructure to go full electric with cars… top video as always Andy 👍
    I am all for green modes of transport. And yes Spain has had incidents regarding e scooters and e bikes, but this is mitigated by having dedicated lanes for such modes of transport.

    I recently got an Engwe EP-2 Pro after using a Fiido for a couple of years and the difference it has made to my life is incredible. I don't use the throttle (I've never really been into that part of it) and I tend to not go over 18mph, largely by choice - it's plenty fast enough and it's got the power to deal with the type of hills I encounter on my daily commute. Our local police (I live in a rural part of a small island) have seen me nipping in and out of town and, while I'm almost certain they know exactly what I'm riding, haven't bothered me at all. I believe this is because - like probably the majority of riders - I don't behave like a tit. An e-bike may be capable of 25mph, but that doesn't mean you're going to go everywhere at 25mph, just as a car may be capable of 140mph but only an imbecile would nip down to Tesco at 140. The law has to change.
    The common factor in the two recent cases that have been in the news is the police. Exciteable kids that have access to a powerful vehicle of any kind are always going to leather it. Pressuring children into making bad manouevres is always going to end in disaster. A change in the law and a rethink of police procedure is vital. These vehicles aren't going to disappear - they're exactly what we need to be developing, not a culture where a bunch of jobsworths in uniform can brag about seriously hindering someone who's just going to work on a 350 watt scooter.

      The throttle isn't actually against the law here in the UK like it is in the EU, however it must cut out at a speed of 3.7mph.

    I got my E scooter seized an destroyed, £850 fine and 6 points on my license an a offence of driving without insurance!
    For doing 6 - 7 mph in a bike lane about to dismount to get onto the path to head home as I was about 60 feet away from home!
    Still makes me feel sick to this day!
    Still paying the fine off 😩

      See kids flying around on them at high speed, or using the city rental ones underage or with 2 or 3 people on an police seem to do nothing. I’m guessing they are targeting personal owned users as there is 3rd party insurance with the rental ones but no insurance available at all for personal owned e scooters!
      I miss my scooter! An tbh I’m really feeling paying the fine off during a cost of living crisis while on benefits!
      Just feels like the punishment don’t match the crime 😩

    Apart from the idiots which there are a few , they could be dealt with quite easily with the ample traffic laws that we have.
    I live in Baku and E Scooters are used everywhere with very few issues.
    The last thing councils and the government want is a cheap and convenient form of transport.

    You are absolutely right Andy. MUST change this ridiculous law on this amazing eco friendly and fun vehicles. To me, to keep a clean driver's licence very important and after seeing many sad news about e-scooters now I'm too scared to use them. We should line up and force the government to change this law without any delay!! Most of the European country find the way to regulate e-scooters and So strange in this country in 2023 we are still criminals and risking to get 6 point on our licence to not to use our car or public transport for short journey.

    You can ride them around Cambridge all day with no issues if you hire it from Voi. Why can’t personal riders obtain insurance and use them. Bonkers rule and I totally agree with you Andy. This country is such an embarrassment at times.

    We are in the dark ages in the UK, I use a scooter & E-bike but am always aware when going to shops etc that I might be pulled which takes some of the enjoyment out of it. I was planning on selling me car but am holding onto it wasting money on tax & insurance just in case I get stopped so paying for a car that I only done 600mls in last year. Great if you have a spare £40000 to buy a electric car but most people I see on scooters are just normal people with little cash trying to survive & needing cheap transport. It just makes me fume because I can see the solution & am doing it but it's not legal blooming daft 🤷‍♂

    I'd like to add that a few years ago, going through Fiumicino airport in Rome, I saw a security guard riding through the airport on a Segway that had been dressed up to look like a Roman chariot! It looked amazing

    So I'll just add my experience (well my sons experience) with the police whilst riding his seated scooter
    So they had been following him for a little bit so he cut off the main road over a path and over a grass patch onto some short streets, after a couple of turns he saw the blue light flashing and heard the sirens so stopped, turns out there happened to be an aeroplane up there that was keeping an eye on him too
    So their immediate issue they had with him was he was driving too fast and they were having trouble keeping up on the short streets, then said he was acting suspicious in turning into the short streets, despite the fact he stopped
    They took his details so they could do a check on him ( this was when he started texting me asking what to do, I said don't be an ass and do as you're asked
    So they did a check which was clear and asked what he used the scooter for and he said for work and to visit friends a couple of miles from where we live, and he was visiting friends when they stopped him, oh yeah he's 17 if it matters
    They gave him a Warning under section 59(4)b of the police reform act 2002
    In accordance with the requirements of section 59(4)b......you are hereby given notice in respect of your use of a motor vehicle and manner of driving
    In relation to - driving in a Careless manner contrary to section 3 of the RTA 1988 and driving on common land, moorland, land which is not part of a road, a footpath, a bridleway, restricted byway contrary to section 34 of the RTA 1988
    Last bit states the following - This notice serves as warning that if you continue to drive this or any other mechanically propelled vehicle in the same manner on another occasion, the vehicle being used at that time will be liable to seizure under this regulation. This also places the same warning on any other person driving the above mentioned vehicle in this manner
    Sorry for the long boring bit but I thought I'd get it all down
    So what did this mean for him?
    Well he was told that he needs to drive it much slower, no faster than 15mph, he was also told he was to try and stick to the roads and avoid paths and grassy bits etc, he asked if he would need to push it home and they told him no, but they would be following him some of the way home and the plane would be keeping an eye on him so no fast driving and stay on the roads, and again reiterated that if he was caught in excess of 15mph again or not on the roads he might have it taken, I was totally shocked
    I'll point out this wasn't his first police stop, but 1st time he was on a scooter that couldn't exceed 15mph anyway, they just said he looked suspicious, and so long as there wasn't any warrants for his arrest or anything they would just let him go (different officers) again clean check and on his way, so just wondering if maybe some forces are becoming more tolerant of these things so long as you're not a danger or doing anything else illegal, idk, what u think?

    The issue here is they are illegal unless its an official rented one.
    You can be done for no insurance mot, no type approval, no licence to operate, driving a mechanically powered vehicle on the pavement.
    If youve had a few drinks you will get done for drink driving.
    My ebike isnt legal, but it looks like it is, no mad sized battery or huge direct hub drive.
    I do have a few, but my local has an offroad track straight to my house.

    Good talk. Headlines give the wrong overall idea. Media like to make a story out of the few bad apples. I can see the concern with the high speeds some can do lately that are getting a lot more affordable to go at those high speeds. I agree they should target specific people who go at high speeds on paths, big fines and take the scooter off them. And let the rest who are sensible be free to ride on paths.

    That's very sad, I use a e scooter in Europe they are very popular all over the EU, but then again, only in the UK will they come up with ridiculous laws like this, just to much NANNY NANNY BS, I'm sorry to say.

    I totally agree Andy. The way e-scooters and their owners have been treated is ridiculous. If SUV owners were treated the same, then after a couple of SUV owners are seen speeding or if one SUV causes the death of a pedestrian, lets ban all SUVs!!! e-scooters are a cheap and environmentally responsible way of getting around. Its a scandal the way e-scooter owners have been treated. We need a solution similar to the grown up way the French have legislated to allow e-scooters and similar to be used by responsible people.

    Here in Ottawa, Canada ebikes and scooters are embraced. About the only sensible thing our city has done for years. I've been riding my scooter in the streets and bike paths for 3 years now and never have I been bothered. I slow down around pedestrians and animals and try and avoid dangerous roads. Lets hope the U.K can get this sorted.

That'll be because *most* of those who currently ride them will be the people who disregard laws and have no consideration for public in general, meanwhile the thousands of people who would use them to safely and sensibly commute are too scared, persecuted and legally unable to do so because of backward Britain and its draconian mentality. Must control everything. Must control everyone, but more to the point in this regard, must ban their use until they find a way to monetize them.

      I've used my e-scooter for the past year here in Ottawa. Remember, this is only part of a provincial pilot program, which needs to be ratified by November, 2024. Toronto did not sign on, so they're in the same boat as the UK, technically. And according to the by-law, we're not allowed on NCC property (canal paths, QED, Col By.)

    I was an early adopter, but just sold mine, the government aren't brave enough to legalise them. The hire scheme ones are often badly maintained, mine was looked after carefully.

    I came across a scooter accident about 3 months ago. Father and son. Father (according to his son) was being silly and going 30mph on a trail while taking a selfie. He hit a pothole and banged his head bad. I waited until ambulance came. Lad said the scooters cost £4k each. Good job the dad had a helmet on although he still was knocked out a little. Most scooters I see ride carefully though.

      I wouldn't consider those a micro mobility vehicle - with that sort of top speed, it's a motorbike without a seat! But really, the vehicle is kind of irrelevant, you could cause yourself (or an innocent bystander) harm trying to take a selfie at 30mph in any vehicle.

    ive got an e scooter, i use it for my voluntary fishing bailiff job, and i get abuse shouted quire often, i ride it carefully, and ur right the law has to change, i rode past my police station and a policeman shouted hey have u got a driving licence for that scooter, which i shouted bk, yes i have actually, but i cant afford to buy a car and run it, so electric scooter is brilliant answer

    Great video with some really good points. Like you said people are just too scared now to use them incase they get caught riding it and then get it taken away and you might get points on your licence as well if you drive it's just ridicules the who situation we have this great technology we have designed and not allowed to use it not unless it's one you hire. What's the difference apart from them making money out of you that's the difference.

      Oddly enough, in my area London (Islington) the increase in E-Scooter transport is enormous.
      But, I have qualify that by saying that is directly due to the LTNs in force, of which the E-Scooterist's take great advantage of, as the local Roads/Streets are virtually devoid of traffic, Motorised Traffic that has been forced on to Main/Boundary roads causing massive congestion and air pollution.

    We've got a public transportation system that's so messed up in this country that the UK government had to step in to stop bus fares rising any further.
    I can buy a pretty decent escooter every year I don't use public transportation with the cost of it in my area.

    To receive 6 points on our driving licence, increasing our insurance premiums along with a hefty fine (prison if you fail to pay it) is damn right criminal.
    Any life lost is tragic but I'm sure theres a damn sight more accidents/deaths by cars popping down the shops or a local travel to work.

    At my fittest (many years ago !) I used to get my pedal cycle up to 30mph + no problem. Did I ride like that in town or where to do so was dangerous ? NO. I took personal responsibility for my own and others safety. If I had been reckless I would fully expect the police to have intervened but the only danger came from car drivers who lacked patience and tolerance ( I am a car driver myself and always slow or even stop where mixed transport creates issues as the car is the greatest danger present in such situations - White Van Man may disagree lol). Even at my ripe old age I recognise that these mobility devices are part of the future and we need to learn to live with them. The devices are not them problem but reckless idiots are. This has not changed during my lengthy life on the roads. The government needs to desperately come up to speed and not bury it's head .

    💯% Andy, in Australia, it could go either way, but after year-long trials of rental escooters, it's still illegal to ride privately owned devices. Governments don't put enough weight behind long-term changes to improve society and instead get fixated on the short-term media cycle and constantly worry about changing the status quo 😒

    Andy, there's a huge reason why. They (steering committees, round table groups, think tanks who have captured Western governments) don't want "Private transport" any way. They want ALL travel 100% monitored so they can restrict us to "15 minute neighbourhoods" (ghettos).
    I'd you look at the local scooter schemes on our government website, you'll see a clause saying these are not allowed to be used for personal travel. They want it to be a privilege, not a right.
    I think there will be a movement just as there is with right to repair, which inevitably turned into right to own. This will turn into a right to travel right eventually when other options (cars) are removed by LTNs and ULEZ, making it totally unaffordable for people to have their own cars (most can't afford electric).

      In addition, here's the quote directly from the gov:
      "The files for private e-scooters have not changed. It is against the law to use a privately owned e-scooter. If you use an e-scooter illegally:
      you could face a fine
      you could get penalty points on your licence
      the e-scooter could be impounded"
      Yet it's okay to ride a non-privately owned one...
      This is key to understanding why the World Economic Forum put out the "You'll own nothing, have no privacy, but be happy" quote a few years back. With all the WEF members in Western govts pushing us in this direction, it really is a fight for our right to travel, to own property, and do be free to live how we want, not to move towards a centrally-planned system.

    It's just so irresponsible of the system to prevent the use of these PEVs, as we are ALL trying to do our bit to reverse the environmental catastrophe!
    I myself can't walk far at all, and when I do try, I have significant pain in my legs, hips and spine.
    I purchased a mobility scooter some years back, but it only worsened my body, as it is too painful to ride. My spine, pelvis, knees and elbows suffer severe pains, and my legs start to swell up and again, cause significant pain.
    Additionally, it took me over 45mins! Just to go to town 1.5miles away, and increased my aches and pains tenfold!
    By the time I got to town, I was so exhausted, it took me over 2.5hpurs just to do my shopping! Then I had another 45min exhausting pain giving journey home.
    I have been riding Electric Skateboards now since the 2019 lockdown, and TBH although it does still exhaust me, it actually helps me with mobilization, fitness, and stops me from being at home 24/7
    I ha e also started using a Onewheel, because again, it is so easy to ride, I don't have to sit down which would cause severe pain. And I don't have to hold any handlebars, which again would cause me severe pains.
    I have a multitude of illnesses and disabilities, including Fibromyalgia, M.e, Chronic Fatigue Syndrome, Hypothyroidism, spondylolisthesis (Spine) Epicondylitis (Elbows) Chondromalacia patella (Knees) and more. Basically most of my joints are very painful, even just to try and sleep in a certain position is seriously difficult, and PEVs are the only things that help ,e be a relatively normal person!
    So heads up ANDY KIRBY, we need more people to help us get PEVs accepted! Not all disabilities are catered for with mobility scooters!
    And worst of all, the FILTH are confiscating people's PEVs, which is hard earned money, and then they SELL THEM ON EBAY!
    It's a fucking joke! So who are the criminals now? Police!

    I am a motorcyclist primarily ,I am disabled ,the current state of the roads riding my motorcycle causes me unnecessary pain & risk of further injury due to the disrepair & yet I have to pay a lot of money to legally ride on the road ,when I am told by the goverment I cant use an escooter to go the shop becuase its illegal but i can ride 1 of theirs if i hire it only they dont hire them in my area waited years for the goverment to get up to speed legally and they are failing the people they work for,us the people,so I have ordered a new scooter & will not be stopping if challenged as far as Im concerned its a disability scooter.

    To me it’s always seemed like the government and the police are just devastated that people are using a form of transportation they don’t have to push or pedal, Without having to pay tax. As ridiculous as it sounds when you put it in to words.

    I'm fine with number plate, just as long as if we go to the trouble of registering then we're allowed up to 30mph, if not then I'll stick to calling it a peddle assisted pushbike

    Let me tell you my story
    I am 55 and I have multiple sclerosis so I used to use a mobility scooter but I can't take it inside so it is repeatedly being vandalized in a way that potentially endangers my life e.g. Crossing the road and my wheel overtakes me that is a typical repeated style of vandalism.
    Now call the police I hear you say but you think they're interested nope! Not even when my home was set alight, I had to do the investigation as neighbours said it was drug related which it wasn't so I did the same investigation and gave my findings to detectives who were shocked but very grateful and we got the guy 15 years! But still the vandalism of my mobility scooter continues so I bought an escooter and wow just wow my health improved dramatically but legally I can't ride it but my mobility scooter is constantly being vandalized so that is unusable but the escooter that I can take inside where it is safe by law I can't use!
    Please someone help !

    Just to note before I comment. I've got two e-scooters currently, a Xiaomi and an e_twow.
    They are not the same as a mobility scooter. They can go much faster than 4mph (the legal limit for pavement mobility models) and 8mph (the egal limit for road models). Also, although I am in my 70s, most owners are much younger and fitter than me and the temptation to ride faster is almost overwhelming. I have seen for myself how my own scooters scare people out of the way, even when travelling at walking pace!
    Also, with legalisation comes the spectre of many more people riding PEVs (some at speed) in built-up areas. with the corresponding propensity for damage to life and limb of the pedestrians in the area.
    It's not really about money or control, it's just that the authorities seem incapable ot framing a workable set of rules to govern the use of PEVs - and their use DOES need to be governed.

    just been to Oxford today and there are e.scooters lined up to rent much like Boris bikes. what's the difference between council and privately owned E. SCOOTERS. UMM i wonder. presuming council ownership. correct me if i am wrong.

      Private e-scooters don't get left all over the pavement and actually take you where you want to go - that's the difference!
      The council don't own the public scooters, they probably get a bit of money from licensing, but it's not much. I do genuinely think they are trying to change peoples perception of micro-mobility with these e-scooter trials. Unfortunately, you've got a lot of mainstream tabloid press that hate change and love to whip up the baying masses with scare stories.

    Agree with everything you say. I’d buy an electric scooter for my work run it’s only 3 miles but I go in my car because I don’t want the police to take it off me. I also have solar panels on my garage with an inverter so could charge it from my batteries in there overnight so basically free eco friendly travel but I won’t do it because I’m not risking having it taken

    It's all about control. But they are motor vehicles. They are vehicles, and they are run by one or two motors. But this could revolutionise personal transport. I agree with the comparison to a mobility scooter.

    Money money money. The end. They don't want people leaving cars behind en masse and jumping onto lekky scooters because they'd be losing out on all that juicy revenue. Fuel tax, road tax, congestion charges etc. They haven't decided on the best way to monetize them yet. That's all there is to it. It's not health and safety or any other such nonsense. It's money.

    I've just bought a Bogist M5 pro, and I'm frightened to ride it outdoors.
    I'm 55, and have COPD and emphysema, I don't want to use a mobility scooter, they look totally uncool, I should be able to use my Bogist with no fear.

    I’ve passed police cars going 30mph on e scooters multiple times and they have never stopped me even though technically there illegal. The law is not because there more dangerous but that they can’t make money from it. Saying that though, some e scooters are dangerous like the ones with solid tyres. I think all e scooters should have a safety requirement on them if there gonna be used legally in public.

    I've lived in the North and South, and in both have seen bad accidents and heard of bad accidents. I've also seen appalling driving by children and adults. I support the e-scooters on the road where you hurt yourself the most when things go wrong, but the Police should crack down heavily on them on pavements.

    4:30 ulez is not understandable at all, it's just a tax on the poor. If it was about the environment used cars are the most environmentally friendly thing you can use.

      You've misunderstood ULEZ. It is not a tax on the poor or about being generally environmentally friendly. It's about people's health in very specific, densely populated, areas.
      Whilst keeping an old car running might be overall more environmentally friendly than buying new, if it has high emissions, then it has a very detrimental effect on the local air quality. Not such a problem if you are out in the country, or even a town, but a big issue in a city centre.
      You don't need to be rich to afford an ULEZ compliant vehicle. Most petrol cars on the road are compliant, even 20+ year old vehicles as long as they're Euro 4. Diesels are more of an issue, you need Euro 6, which is generally from 2015 onwards - which is still an 8 year old vehicle!

    Medically I can't have a driving license and my ebikes used for long distance and work commutes but minute plates and insurance come into play I'll have to sell them because with that the likely hood of having to have a provisional and or driving license and set some further test will put me back to analog bike as again by medical standards i wouldn't be able to obtain any license. A farse and I know I am not alone there many disabled people whom utilise ebikes /scoots because they are unable to aquire a driving license for legitimate reasons.

    Totally agree, it so easy to ban such devices because the authorities are clueless and have no vision for the future of transport, need to form a party that will represent the people who own these devices and bring some common sense to this form of transport.
