I have laptop with Intel i3 7th gen processor 8gb ram no Graphics card.
Download premiere yesterday and didn't used it much till now but it's working fine
Check your gpu driver if pc showwed gpu usage option in task manager then goto graphics settings then select premier pro set on hogh performance

Can we edit a video in 720 p one tme , rendrr it, download vid and then edit that edited clip again and add effects so that loadf on cpu decreases on i5 10th gen and 4 gb ram/16 gb ram will upgrade in future..

Your specifications is good enough for 1080p Editing but there is certain other factors too...if you're trying 4k Editing then obviously you'll face lagging with these specifications!
Although try using proxies in premiere pro for smooth Editing and I haven't used filmora so sorry can't tell you about that 🙂

Buy the laptop with latest configuration and moreover talking about future proofing buy the latest (obviously that'll cost you heavy) it's not possible for premiere to run without lag, on any of the effects it'll lag.

Rendering depends upon many factors like how you edited the footage, is it graded, have any Effects etc.
ABSOLUTE NO, you can not render your videos fast with these specifications.
At least Ryzen 3800 or 5900x and GPU 2080 or 3080, 3060 etc. For best editing experienced and rendering.
