A few comments asked about the specific ULEZ emissions requirements for Diesel vehicles and if it's possible to register them as exempt.
The information is courtesy of the AA, which lists a breakdown of emissions standards for the various EURO standards:
www.theaa.com/driving-advice/fuels-environment/euro-emissions-standards
For Diesel cars, you car would have to meet the NOx and PM values below:
Euro 6 emission limits (diesel)
CO - 0.50 g/km
HC+ NOx - 0.17 g/km
NOx - 0.08 g/km
PM - 0.005 g/km
PM - 6.0x10 ^11/km
I have no experience if "early adopters" exist regarding Diesel car emissions. EURO6 was a significant jump forward from EURO5 with many cars utilising AdBlue technology.
Please let us know if you have any success!
Hi , there's also the fact.
The EUSSR have no jurisdiction to force anyone in England, to follow any of their bs order's.
England never Lawfully joined the EUSSR.
It did though leave under EnglishLaw.
Though, at the will of the liar's in government here, in league with the EUSSR claiming we did not leave .
They Lie and say we never left the EUSSR.
Despite the mandate given by the people of England .
The government, have not followed those instructions.
Hence though, we do not have to pay ulez.
The EUSSR has nothing to do with us.
Though most asleep do not know this fact.
Hence are compliant sheeple .
EURO TRASH should be ignored
I had an old style ford transit (x reg if I remember correctly) that was an early adopter but that may have been LEZ as opposed to ULEZ.
Watching this with interest.
My 05/08/2011 build Mercedes E220 CDI has a COC states Nitrogen figure of 148.50 mg/km which equates to 0.1485 g/km. This mesns it would not be eligible for exemption application.
I am not a ULEZ or zone guru and this is my 1st (& possibly last) diesel car...
As touched on in comments...I alsk believe Euro 6 cars have AdBlue additive tanks. Mine does not have same.
I genuinely like & enjoy my car for what it is...however if I replace it then I may go back to Euro 4 petrol (or one potentially exempt by COC & Nox level)
Incidentally I am aware of alleged emissions discrepancies subject of group legal actions....albeit not relevant here.
Great video btw ...thanks👍
Only ONE death even remotely attributable to 'Air pollution'. Also, the Mayor and others can't even get the story straight as they often quote 4000 deaths in the press and online. I really do wish people would wouldn't keep repeating these BS figures as if they're true when they're clearly NOT. Motorhaus has a responsibility to present FACTUAL info and not just repeat govt propaganda. You'd think someone posting a video on ULEZ would do their research a bit better really. Poor content.
Everyone should just get together rip the cameras down and smash them up
I am sorry to say, you are right, they will never change until the population takes direct action.
This is when the French people do it better than us: They love a good protest complete with burning tyres and blockades!
Everyone should just refuse to pay the charge. If they take you to court insist on a trial by jury, which is your right, and just wait to see how quickly that clogs up the system and makes it unworkable.
Iam up for that, no problem,
Newly installed cameras close to me have already had their cables cut.
It just takes EVERYONE to stand up and say NO!! Not look for loopholes. You are complying with their corruption.

@@TheMaxbw But it's attitudes like yours that land us in the positions we're in!! Just keep on complying, give them all our power, and let them trample all over our rights? That might be your silly idea but it doesn't suit others that want a life!

@@jamesadey8744 its bogus as well. There is a difference between a life taken and a life possibly shortened by a few weeks/ months

Recently, I had to drive into central London. Normally, I would have used my wife's 2011 BMW 320d, nice efficient car. Instead, thanks to ULEZ, I used my 2002 Lexus LS430, a V8 gus guzzler, which is exempt. Feeling good saving the planet😁
Air pollution is not the same as greenhouse gasses, although there is probably overlap?
Exactly the only reason they are doing this is to make money because the criteria has been twisted to suit a money grabbing narrative , mass non compliance is only way to stop those parasites
I recently scrapped a perfectly good Landrover Diesel Discovery 2.7ltr because of the impending ULEZ Expansion to cover my home. I replaced it with an older gas guzzling Petrol Range Rover Sport supercharged V8 that IS compliant- bonkers
@@markmooch greenhouse gases are a load of nonsense mate. How much gas do you have coming out your greenhouse?
I check out how many people died from pollution in London in recent years. this is what I found. "There was 1 death registered in London in the period 2001 to 2021 which had exposure to air pollution recorded on the death certificate in either part 1 or part 2 of the death certificate. This death was attributed to environmental air pollution, however, we are unable to determine whether this involved car emissions"

Yep this is true..✌❤
He's quoting Sadiq Khants figures which are bullshit. An independent report, ignored by Khant, backed up your research data but this channel is ignoring it too. The new ULEZ will have negligible affect on cleaning the environment.
That was a famous test case, the little girl involved was literally the first to have such a recording by the coroner so it’s unsurprising that there is only one. That doesn’t invalidate the peer reviewed studies that show the probable cause behind the quoted numbers.
Exactly
If your vehicle has an MOT, it's passed a standard set by the government and cannot be overridden by any council or Mayor. The idea that the MOT isn't recognised for the purposes of collecting revenue is laughable, if a Mayor or council thinks they can invalidate the MOT standards set by government, they need to think again. A legal challenge will either eradicate the emissions part of the MOT or the ULEZ zones will be deemed unlawful.
Great point👍
Unfortunately that's where the 'Ultra' part of the otherwise 'low emission zone 'has been sneakily implemented
Problem is we've heard this argument many times before....illegal to be caught by a camera rather than stopped by a police officer but they got around it; illegal for a council to fine you for parking, that went to court so they got around it by calling it a Penalty Charge Notice instead of a fine; and so on. They're twisting the laws for their own gain knowing that they will get away with it.
@@severnsea The only answer to such blatant corporate money-grabs is mass non-compliance! They can't imprison everyone for non-payment of fines... and it's unlikely they'd even bother to try because if the idea of fining people is to raise revenue for The Corporation, they're hardly likely to want to pay what it costs to imprison people for non-payment. They'd lose a fortune!
But everyone needs to be brave enough to do it... it's likely a few none-payers of fines will be imprisoned, at least at first... Corporations are a bit stupid and it sometimes takes them a little time to realise what's not really in the interests of their shareholders.
However, they'd stop imprisoning people pretty quickly because that costs them tens of thousands of dollars per year for every prisoner and there really aren't enough prisons to hold everyone if EVERYONE refused to pay the fines.
You're not a lawyer are you? 😉
In other words they do NOT want people to have CARS

This loophole may work for a bit, but Khan's final plan is to charge by the mile so no matter what car you are driving, you are going to pay, this ULEZ is really a foreplay for what's to come.

Perhaps you could explain how a ULEZ charge cleans the air! If the mayor was really concerned about people's health, he would ban dirty vehicles instead. But I would suspect the extra income will be spent on a folly somewhere.
The air inside the original ULEZ is already demonstrably cleaner, so it shouldn’t need much explaining.
1 death tenuously linked to air quality?
There are far more deaths from stabbing in London
How about charging £12.50 per day to carry a knife in London?
@@twig3288 You were breathing while you typed this drivel, ergo it is possible to do two things at the same time. Knife crime has absolutely nothing to do with air quality.

You can't dodge the congestion zone charge ( unless in a disabled vehicle)
It is not about emissions it about money
Between 2001 - 2021 there was only 1 death that put pollution down as possible cause of death
I knew I wasn't imagining it. Thanks
Yep 1 death where pollution was found to have contributed, however it stated this cannot be completely attributed to vehicles. And seeing as vehicles make up prob 12% of londons pollution there are many other factors. Plus the child had a number of health conditions.
Sadiq Khan’s, to reduce toxic air by expanding the ULEZ to greater London will not work.
He doesn’t really care about toxic air quality and here is why:
- He has already made the toxic air far worse since he has introduced the LTN’s which have increased the toxic air on the main roads because we are forced to use them as there are no other alternatives, especially during rush hour. The roads are now grid locked with traffic moving at walking pace and the fumes are getting denser and not dispersing. LTN’s need to be reopened as it is causing more damage than good.
Among all this, the mileage in vehicles has also increased due to the fact that we are forced to go the long way round to get to the required destination - all accumulating to even more emission being emitted! Bravo Sadiq & team.
- The health for pedestrians and children as they walk along these main routes to get to stations, schools, shops is deteriorating. Even the drivers inhale more fumes when we are stuck in stationary traffic. This is really aggravating and makes no sense!
- Cycle Lanes: Should not be taking up an extra lane of the roads, large pavements could be divided into two for cyclists.
- The introductions of 20MPH roads are also a problem because emission fumes don’t disperse quickly and the air is getting even more polluted because of the need to drive in lower gears.
Sadiq’s statement: “It is to reduce toxic air pollution” is clearly not accurate and is making matters worse. The situation is getting extremely out of hand and something needs to be done to stop him from ruining our climate even more. He should resign and Londoners should vote for someone who will make London a greater and more desirable place to live in. There needs to be a more logical and strategic plan that is well thought.
Vinnie Lauda
Would the increase of traffic on main roads be off set by the vehicles being less polluting?
It's not about reducing toxic air though, it's about making money. The motorist has always been an easy target but since they switched control of minor offences from the police to the council they have milked it for all it is worth.
It's like fitting DPFs on diesel cars. Millions of motorists around the world are now having to take their cars on regular runs to keep the DPF clear, otherwise they clog up. Increasing the amount of mileage people do isn't going to do anything good, but it's got nothing to do with that anyway.
I was thinking of buying a non ULEZ compliant car and putting it in the mayor's name and parking it everyday in Zone 1. Let him get the tickets and see how he likes it.
There is a big issue here, as soon as one single person proves a car to be exempt, the ULEZ database should automatically allow the same for all models of that year, why should umteen people have to pay money and go through this hassle when it is the authority behind ULEZ that has got it wrong/ and fails to update its records? The system should be changed, once you prove them wrong, the ULEZ authority should have to pay you back for incurred cost and time as it is their error.
because its a money grab
They don't want you to have a car, look up 15 minute cities , the great reset
Exactly, is TFL actually fraudulently taking money from vehicle owners when they have been given proof that that model of vehicle is exempt. Needs a car motoring group to raise a lawsuit in regards to this.
Because the men in this country are pathetic. This wouldn't happen in France
The system is not about emission; it's about collecting money and justifying it. The government doesn't care who has a respiratory disease and what caused it because paying more fines doesn't solve the problem.
If they had more of the traffic lights setup so you don't get stopped at every set the total emissions would be massively reduced.
I am thinking of setting up a business specifically for london its a donkey and cart hire I mean the donkeys are smarter than the average labour voter in London and how else will the poorest get about or move stuff around
Perhaps your first cart pulling donkey could be Khan himself.
Didn't Boris start this whole mess? I think the tory voters are the idiots at the moment. (I'm a swing voter in the north of England, so don't accuse me of being a rabid 'leftie, as people usually do when I point out the current cognitive dissonance in the tory population).
@@steverostill4186 I've got a mental image of Khan pulling Johnson on a bike. It's made me laugh too much. I need to get out more. :D

That all very well, but you'll probably find your donkey won't meet the new criteria coming in on donkey emissions. Wouldn't it be nice to rewind to the 60s or 70s and stay their, the world is a mess.
Clean Air Zones! What a load of tosh!!
There is a very REAL loophole that one Londoner is using and its funny, he has a 2002 car that's obviously not compliant but he can't afford to replace it and it runs ok and has passed its MOT's with no problem. He decided the ONLY way he can get out of paying the ULEZ charges is to fill out the cars V5 and register the registered keeper as Sadiq Khan at Transport for London so in effect giving them the responsibility of being the keeper of his vehicle BUT he still owns the car. He can tax, mot and take out insurance on the vehicle and drive it but any ULEZ charges will be sent to the registered keeper, namely Mr Khan. The best thing is for Londoners en masse need to re-register their cars as Khan and Transport for London being the new registered keepers, doing that the ULEZ will be destroyed from working and a failure.
Or there's another legal loop hole it's called don't be a fool and know your stuff. Don't pay altogether, let the penaltys come, wait for it, then work the system, and then ask for your day in court under your article 6 right to a fair trial or hearing - and will you get one? Nope because there is no real legal contract in the matter as long as you pay road tax on the public roads not private roads then you have a right to drive anywhere in the country! Organisations are not above the law! 😀

@@honeybadger9425moorcroft I reckon. They love it. Lol
We should ask for a court hearing, with a jury and take the 'law' along with you, the jury have the right to decide wether the law is just, if not the law has to be scrapped.
Unfortunately some non paid fines go straight to the bailiffs and not the court
So if everybody paid the daily penalty then that would be okay then! This is a money making scam as a lot of people now know. Just following on behind this to keep the money rolling in will be road charging per mile! It's all in the London Mayor's battle plan to make motor users lives as uncomfortable as possible. Nice video by the way!
I don't think it's this particular mayor who's making it hard, this has been happening for a long time. How can we forget 'Boris Bikes' for example :/
@@catsandcrafts171 If you watch his arrogant attitude during the London Assembly meetings it may surprise you.
The nasty little man ordered the cameras even before the public consultation had even started! He also needs the money to pay for other schemes so the pay per mile will be introduced too at some point. 🙄
Just like Smoking , '' We could Ban Smoking , but better results from Taxation '' .
Thanks for a useful video. This may provide a small stay of execution for some, but it won't be long before the exemption bar is raised.
Eventually the cameras will be switched over to charge drivers of ALL cars (including electric) by the mile.
At that point the argument will conveniently switch from air-pollution to congestion. Or there will be evidence
that even zero emission cars still produce particles from their brake dust, and from tyre wear.

Ford did a car version with seats and windows in the back fitted with one of fords most polluting diesel engines and because it PLG car it's exempt my van version with windows rear glass and ford factory fitted LPG Low emission vehicle is chargeable . It's a scam
Went into Bristol with a none compliant vehicle. Had to drive further and stuck in back streets in traffic jams to avoid the centre. I shall be rallying around my local ULEZ capital with my oil burning mg midget!
Give it time and the goalpost will be moved
Even the mayors own study showed the ULEZ zone expansion would bring only 'minimal' benefit, that's why he refused to release the data. It found that most 'particulate matter' was made up of brake dust and particles of rubber tyres shed through wear. only about 15% of the particulate matter was from engine emissions. EV's use brakes, and they also use rubber tyres. They can wear tyres quicker due to the extra weight of the batteries etc. So switching to EV's won't help. But this isn't about 'health' or the 'Environment' or even 'green energy', it's about increasing govt control of people's lives. Believe me, it won't stop here, and just because your car is exempt today, doesn't mean they won't keep moving the goals posts once ULEZ is established. Meanwhile of course, Sadiq drives around in an armour plated Range Rover....
Outstanding Video and following your ways I managed to get a COC for my 2016 LWB Diesel Van (Euro cat 5 engine), but sadly after chancing my luck with TFL, they rejected my application, as the NxO was just over the limit. Thank you anyway, it was very helpful to know this. My V5 had the figures on the form, which I didn't see but the COC confirmed the values.
Thanks for the positive words and glad you enjoyed the video! Unfortunately it’s looking increasingly likely that unless your diesel vehicle uses AdBlue then it won’t meet the NOx requirements for ULEZ.

So you mentioned in this video thay this is different for vans and other vehicles. As from August this year my small company that owns 2 vans and 1 lorry will be right on the boarder of the new proposed ulez zone. I woulf be interested to see if there was a loophole for vans and lorrys as we simply cannot afford to upgrade so are currenty refusing work inside the zone as from August unless the customer pays the daily ulez charge.
I know your channel is primarily concerned with retro/classic and 90s shod _wot will won dey be retroh_, but the biggest thing I haven't seen in the entire CAZ "_debate_" has been discussions on how many, or rather how few, vehicles will be affected, even in a propper Class D zone like the ULEZ where private vehicles aren't excused.
Gov.uk publishes vehicle registion data, and my back of the napkin spread-sheeting from the 2021 data suggests:
50% of diesels are newer than Euro6 (~6.0m)
91% of petrols are newer than Euro4 (~17.3m)
Not too surprising as there's a decade between the standards.
Together that's ~23.3m compliant vehicles, ~72% of cars on the road as of 2021.
What's most interesting is that the percentage attrition rate seems basically linear across the first 15 years of a modern vehicle. Total cars has grown by about 10% (3m) since 2004, but was basically flat from 2018, and yet the percentage change of cars by age in 2021 is linear right up until they're 15-ish years old, suggesting that really most cars are lost to accidents and writeoffs and then the final few get run until they can't run no more (or turned into future-classics for 'all).
With that typical attrition rate, the modern non-pliant petrols would probably have dies off soon anyway down to the roughly 3% floor of "classics" that seems pretty linear from 2001 and older. But I suspect we'll see a massive drop in the non-compliant diesels, far faster than the "organic" rate in the 2021 data.
Anyway I should sleep...
It’s just bad timing with the cost of living crisis and booming car market.
I've seen loads of people misunderstanding the MOT emmisions tests, and particularly misunderstanding that the MOT does *measure* NOx emmisions, but actually has no pass-fail criteria for it.
The only pass-fail emissions tests in the MOT are for carbon-monoxide and uncombusted hydrocarbons.
Presumably the government do use the NOx emissions data for something, and hopefully one day there will be pass-fail criteria for NOx or at least a rating scheme for vehicles as they age (because frankly any 9 year old Euro6 diesel is going to be dirtier than when it was new).
Excellent info but What is the figure I'm looking for, for a diesel car??
I was working in Wimbledon from 2018 to early 2020. I commuted from Devon on a Monday and returned on a Friday. I used my Nissan 350Z and Audi A5. Just one week I decided to use my 51 plate VW T4 Camper.
I used the A3 for my journey.
I didn't realise that camper vans were subject to LEZ since 2012.
Sure I got a £500 reduced to £250 if paid promptly.
Using your expertise, was this a valid fine with NOX values?
Are vehicles registered as disabled exempt ,they do not pay road tax . But could be an older car such as a Berlingo which is wheel chair accessible.
Disabled registered vehicles are exempt til 2027
@@annewicks4993 Ohhh, good to know!
@@annewicks4993 only around the corner then …pay per mile will be with drivers before then 😢
That’s the biggest load of bollocks, I’ve ever heard only one person has been recorded in London and this is well known.
It was one little coloured girl that lives near Lewisham and she had asthma anyway and she lived near the High Street
How does this work, with the scandle on emission with cars that was brought to light a couple of years back, that was doctored by the manufacture. would that certificate hold up. Are the emissions on the certificate correct.
I've got a 2002 slk 32 amg. Ive just found certificate of conformity..do i just randomly email this to tfl and dvla ? Or do i write to them..please advise as i love this car and want to take it off sorn and start using again..thanks for this vid big thumbs up!
One death recorded in foi request its rubbish to say people are dying from poor air in london
I would like to see the way these figures of deaths are arrived at
The mayor makes them up and the BBC says it must be true because the mayor says so.
Its porkie pies!!
Thank you....
Does that include Volkswagen LT 35 truck does that include if it’s TAX and MOT exempt on the emissions be interested to know As it’s 40 years old
All a load of bs I can have a 40 year old car and not pay ???
Your video about health implications is not correct
There are so many studies out there showing otherwise
Not sure if on the side of cleaner air...
Or believes internet over peer reviewed science...
When I drive into London I always seem to get a bit off plastic bag litter on some off my registration plate 🤔
If you believe anything Guardian publishes (especially 8 years ago) you're half-way to the nut house.
like the bbc they are gov propaganda -Sad that some folks pay attention to it let alone pay for it
The public should "rollout" smart political decisions zones. If politicians do stupid things to an area... fine them. Two can play at this money grab. I think volkswagon could help with certificates of conformity... they well last time with diesel emissions.
I have 2011 Skoda octavia diesel what do I need to do to find out if it's exempt from the ulers charges
do you have to register a historic vehicle or is it automatic ? grate video thank you.
What a lot of BS 9500 dead due to bad air...yoy get polution from tyres and tarmac and benzol which is emited by evry car burning on petrol. The few hundred of old cars left on the roads dont make a sligtest difference.
Believe it or not they can actually test for that and the origin of the particulates by the material in them...
And yes, brakes, tyres and road surface wear do all contribute. Tyre companies are developing new materials, EVs use their brake disks significantly less, particularly in slow urban driving, and the point is to reduce the levels as much as possible.
And then there's the question of PM.25 and PM1 being far more harmful as they can cross the blood brain barrier.
And also ignoring NOx which is purely from combustion.
So you could be liable to pay a congestion charge and a ULEZ charge ?
Yes a double charge i have paid it before
@@alextaxi2593 That is disgusting! One or the other, but both is a complete farce. How frustrating for those who need to travel round London regularly :(
Its a double double charge if you arrive before 6 pm and leave after 6am as you are on two days
Plus you're paying road fund licence, plus 81% tax on fuel, plus insurance, plus MOT charge, plus VAT on parts and servicing etc.,candidates soon a mileage charge.
Hi mate thanks for the video tips I applied for it and my reading came back 0.081 I'm hoping they will round it off to nearest decimal point look forward to hearing back from you mate?
Hi, I have a 2004 Zafira 2.0dti, and the emmisions on v5 Sat's 196, is there anything I can do about getting out of any charge, like do you know ifnit would work
Quite simple don't pay the fines if everyone refused what can they do put everyone in prison
Just don’t pay . Legislation isn’t law.
Legislation is literally 'laws'. Literally. That's what the word means!
Dont talk bollox @cats and c, legislation are rules NOT LAW
Great video. Do you know Nox is calculated? Because I checked the spec on my bmw x5 and it is showing the nox to be @ 150mg/km is that right? My car is a 2013 x5 30d.
They checked my bike level on a dyno .
Air doesnt stay in one place does it? Towns are not under a glass bowl are they? This is a load of bollox
My commercial vehicles is a early adopter they manufactured 1000 pre production vehicle sold to fleet companies and councils . After a years trial which was successful they went into full production these vans are exempt from all charges . Mine was registered in the higher category and charges are applied
My 1999 Audi A4 2.4 litre is not exempt .. so upon ur advice i checked the Nox rating on the V5 .. it didnt state any figures on the emission section all my other cars did.. which is annoying.. i gues I'll have to obtsin the Certificate of Compliance..
The data is not exactly scientifically correct as it did not take into account people's previous health conditions or where they previously lived in the world, its completely flawed.
I've been locked in a war of words with GLC over their refusal to not exempt my car which is prob one of the most fuel efficient cars out there... 70-80mpg Reliant Robin gets stuffed for the same amount as a modern normal car yet is half the size, a fraction of the pollution but GLC are so up their own arses its a tragedy. Same as my poor mate who lives in Deptford, 120mpg Vespa, he's cornholed every way by stupid rules as there is NO exemption for classic vehicles whilst heavy polluters seem to get a free pass :(
Hi, I was given a pdf version of the certificate and it's kind of hard to decipher what they mean on the emissions, in that box it just says e11*70/220*91*441 (Euro 1) have you seen this before? Cheers
