In this video, we give an overview of what we mean by systems innovation. So systems innovation is about using systems thinking to enable transformative change within these complex organizations. In this section, we will elaborate on each aspect of this to get a high-level overview of what we mean by the term systems innovation.

You're really close. But the question you're asking is political, not technical. It's nothing to do with having unsuitable institutions or anything like that.
The foundational objective of our economies is production for profitable market exchange. Only innovations which serve that purpose can be tolerated within the system - it's a hard limit. If you pursue something else as your main goal, your economy loses the income required to do anything at all.
Innovating for a system beyond that implies using society's capital stock to produce goods and services for some other, non-profit-based purpose, and that has revolutionary (political) implications.
