Toyota Camry refuses to stop for Arkansas State Police - PIT / TVI Maneuver into concrete barrier

On Sunday, July 7, 2024, at approximately 3:11 a.m., I was in the area of Fourche Dam Pike and I-440 assisting the Pulaski
County Sheriff's Office with a group of vehicles "street racing."
While in the area, I observed a black Toyota Camry run the red light at Fourche Dam Pike and I-440 West. While catching up to
the vehicle I locked the vehicles speed at 88 MPH in a 65 MPH zone, as it was making erratic lane changes. I caught up to the
vehicle near the 4 mile marker West and activated my emergency sirens to conduct an enforcement stop on the vehicle.
The driver failed to yield continuing to drive near the speed limit. I moved my vehicle to the driver side of the suspect vehicle
numerous times to confirm the driver was aware of my presence. I observed the driver, later identified as Giavonni Mosley, look
in my direction as I pointed to the right shoulder. After following the vehicle for approximately 1 mile with my lights and sirens
activated, the vehicle began to accelerate. The vehicle then reached speeds of 75 MPH in a 65 MPH zone.
Before the pursuit could reach dangerous speeds, I moved to the passenger side of the suspect vehicle and conducted a
Tactical Vehicle Intervention (TVI) ending the pursuit. The suspect vehicle spun clockwise, striking the concrete barrier on the
right shoulder before coming to a stop.
The driver then exited the vehicle and began to walk away from the vehicle reaching for his waist band. I ordered the driver to
stop. He then took an unknown item and threw an item, later discovered to be marijuana, off the bridge approximately 20 feet
down. The driver then faced towards me as I approached his person. He once again began reaching towards his waistband. I
pushed the suspect to the ground, but his hands remained near his waistband. Based on his furtive movements and his actions
of throwing evidence, I performed a single discretionary strike to Mr. Mosley with a closed fist to prevent him for producing a
weapon or retrieving any further contraband. Immediately after being struck, Mr. Mosley pulled his hands towards his face, and
I grabbed both wrist and placed Mr. Mosley into custody without further incident.
The marijuana that was discarded over the bridge was later recovered with the assistance of the Little Rock Fire Department
and entered into evidence at Troop A.
Mr. Mosley was transported to Baptist Health Medical Center - Little Rock, before being transported to the Pulaski County
Regional Jail and charged with the following:
5-54-125 - Fleeing - Vehicle or Conveyance - Exceeding the Speed Limit
5-64-419 - Possession of a Controlled Substance Sch VI 4 oz
5-53-111 - Tampering with Physical Evidence
27-52-107 - Fail to Stop at Red Light
27-50-302 - Speeding - More than 15 Over
27-51-104 - Improper or Unsafe Lane Change

@@mulehead126 I don't know what their policy is so I don't know if it is against policy. As far as threat to the public, it's hard to tell if that was more dangerous to the public, or a continued high speed chase, or a reckless driver, and potentially dangerous criminal, at large. It's all dangerous and we have to remember that it's the perp to blame. Yes, bad judgement by the cops can make a bad situation worse but I'm not sure that this was that.
@@IusedtohaveausernameIliked from what I've read in comments on similar chases involving PITS, it seems that some if not most states prohibit chases unless they are pursuing someone suspected of a violent felony...but not in Arkansas or Florida just to name two. That was a very well done PIT though, and these videos are better than watching a movie chase scene!

Was it worth it? Running a red light - $120 vs Totaled Camry - $20,000 and insurance most likely won't cover, Evading police - Minimum $1,000 fine and in Arkansas possible 3-6 year prison sentence with a felony on your record.

Arkansas is sure different than where I live - California (unfortunately). I believe hear in CA the CHP cannot do a PIT when over something like 45MPH. It appears in Arkansas ANY speed is fair game!

Every time they do this the car is totaled. With the cost of repair, air bags, paint and the complexity of modern cars it is a complete write off every time. So when your car gets stolen it’s going to be totaled in Arkansas.
This sends everybody’s liability insurance through the roof and makes really big companies like State Farm quit doing business in certain locations.
Some sort of deterrent is needed to curb this behavior.
