Welcome to the Philippines Edmund, that is how it works there. Paper works is not that easy to do , although you think you prepared everything they needed. They need still more that your not expecting and a lots of payments too. You need to have more of extra extra time , a lot of Patience and Cash.

You should have used a visa agency like I did. The one across the escalator in BI Cebu has a branch office at Robinson's galleria. They do everything for you. All the paperwork, they tell you where to go for medical, nbi clearance, etc. They even give you the folder you mentioned. The only time I had to go to BI was for the interview. The agency even picked up my ACR card and I got it at their office. It is worth the reasonable fee to have someone else do all the work for you.

Wow you had to have mefical clearance, I got my 13a visa a few months ago and I am on the 1 year probation period now and I did not have to do any medical exam just the NBI clearance is all. Thid was in Cebu too so I guess because you started this process in the US it changed things for you.

@@elvie174able thanks for watching! When I started looking into the 13A process the in-country and out of country requirements were similar. It appears that is no longer the case. So not really sure which process is "better". Glad I am done with!
