For people who need true information. - You unlock recruiting Assassin's after Sequence 4 Memory 5 'Man of the People' thus Arrow Storm skill (after taking Borgia Towers, 1 tower down = +1 Assassin slot, max 12) unlocks after 6 Assassin has been recruited and are alive. 6 or more alive.
