Empathy is an act or ability to feel what the other person is feeling. But empathy by itself is not a feeling. It's literally that simple.
Yes, empathy is when you are able to take the contextual emotions another human being is feeling/describing to you and you can yourself undestand that feeling either through experience or just plain being empathetic.
It's why you should reserve sympathy for people you don't like. Sympathy comes from a place of not understanding the other person but still standing by them in their plight, getting sympathy from another human is usually humiliating for most people, as it comes from a place of not understand, where as empathy comes from a place of understanding.
The Reign of Terror that accompanied the French Revolution was a consequence of the inability of compassion to overcome hate. It was a kind d suicidal empathy.

Empathy is only supposed to be an understanding of what other people are going through. It is not an emotion which should rule your actions or those of your country. Sometimes you may feel bad for people but need to realize that their problems are their problems, not yours.
How does a country fight this?
The real reason is the IOM, International Organization of Migration. It's a UN Organization that is providing transportation and help for migrants from third world countries to the Western countries.
And yes, the CP has a lot to do with it also.
