Just started watching the series. In this video, a private construction of a SHIPYARD was made. Construction finished at 21:35 The Ports are what increase the state infrastructure. It made the infrastructure go from a 34 to a 35 because it wasn't a port but a shipyard. I don't know if you noticed this later in the series, but I just recognized it when I saw it finish construction, you clicked on the state information and saw that it was filling up workers for the shipyards slot. They are easy to miss and hard to tell apart because they both have the same icon.
Maybe “road maintenance” in Minas Gerais to add some infrastructure?
After watching dozens of videos explaining the game mechanics, I am using your gameplay as a reference to play as Brazil and achieve some success
