I might be able to answer your questions since I have researched a lot on that certain topic.
To study or complete a degree in South Korea you have to have some knowledge of Korean language without that you would not be able to understand the lectures since most of the professors prefer teaching in Korean.
Answering your question,
For Bachelor’s Degree there will be limited colleges offering computer science in English but for a Graduate Degree, Gwangju Institute of Science and Technology offers all courses in English. But I strongly advise you to learn Korean.
