This is how they’re able to have it “off-center fed.” This is discussed on page 19, section 3.1.1 of “Brief Guide to the Buddipole Antenna System.” Of particular note is the last paragraph which explains even with no taps connected (40m configuration), it is still an OCFD, with the red coil having an inductance of ~28uH and the black coil ~26uH. So no. They are NOT the same.
