    I got some facts wrong there, my apologies. It wasn't that the government refused to invest; in fact, there was no prior agreement for government investment. Here's what actually happened: my dad wanted to replace all the analog meters with smart meters and intended to partner with the electricity ministry to establish a business. Since we were working with the national energy system, government involvement was necessary. The people who had benefited from the pilot project were highly supportive, as it had effectively eliminated traditional load shedding in the area.
    My dad wanted approval to start this process throughout the entire country, and people were willing to pay for the meter swaps. Like you mentioned, Nepali people aren’t fools. Now, Dad believed he could establish the business independently (manufacture his patent smart-meter in overseas then supply), and the government's role was merely to grant permission. However, after the initial pilot project was completed, government officials discreetly requested a commission, which like i said had to be more from what other companies were giving them. They used intermediaries (dalals) and explicitly mentioned that ministers and other high-ranking officials wanted bribes. Unfortunately, the government personnel failed to see that partnering with my dad would have generated more significant business profits, benefiting everyone, especially the people.
    My dad now acknowledges that his integrity got the better of him. Instead of giving bribes, he chose to complain and involve the media. This action angered the government officials, leading to repeated denials. The dalals later taunted my dad, suggesting that if he had created a worse meter than the existing ones, he might have been treated more fairly. It's quite audacious.
    In the end, the pilot project was wasted, and he couldn't start his business, resulting in a substantial financial loss.
    We later considered filing a case, but we soon realized we couldn't fight against the government in this context. This isn't America, and we don't want any trouble. As I mentioned, it's my dad's fault that his integrity prevailed over his judgment, and he should have bribed the necessary people for the benefit of the Nepali people and himself.

    Launch a course for Nepalese to encourage them, to motivate them and inspire along with the knowledge. Your dad may conduct seminars, not of very high budget but small with the people of the field he belongs.
