Looks like they sprayed the paint with a solvent. I've seen it do that when you add paint stripper or a harsh solvent like brakleen, but considering the quality of landlord specialist they got to do the other work, I wouldn't doubt they hit that with expired or super uber cheap paint.
It could also be a zinc or other metal based paint and due to the pipe being connected to ground it formed a battery on the paint layer and is just undergoing galvanic corrosion. That could also be why you see very little rust forming on the actual surface of the metal as the paint is designed to corrode faster and focus it away from the bare metal.
