    You bring up some very legitimate points. There are industries such as construction and agriculture that are seasonal. So a farmer for example cannot afford to keep someone employed year round. But I feel this bill is aimed at different industries. And it is aimed at large corporations who have "lay offs" claiming times are hard, when actually they just want cheaper labor. We see this happens in the US quite often. Companies who claim billions in profit who decide that they can get cheaper labor. For example during the pandemic, they had to pay higher wages to get people to show up. Because of course it was dangerous to be in the public working when there was no cure or vaccine, and people where dying in large numbers. Then they claimed "slowdown" and fired those people to turn around a month later and hire someone at 14 or 15 dollars as opposed to 17 or 19 dollars. Only the exploitive corporations who think like that will be laying people off and making them independent workers. I am sure the farmers and those who have construction compainies for fishing industries will come forth and ask for an exception to keeping people employed year round.
