If shift right click is not working, its probably because you have a newer pc, or windows 10. I had the same problem, try alt+space+m. It should pop up a arrows pointing all directions as your mouse and drag to where you want the window or tab.

I was literally in tears. I have no money to replace the computer right now and with half the screen missing, I was totally upset. It's how I watch tv and I have to use close captioned, which I couldn't see with a small screen. And couldn't see right side so I couldn't scroll...it was having issues with that too. That comes and goes. The third method was the one I tried first and in seconds, I was back to normal screen. I can't thank you enough.
