Give 5 volt to pin 1 of opto coupler through the original of its series resistor and short the pin 2 of opto coupler to the tl431 reference pin , you should get 2.5 volt perfect reference voltage there, next check the drop of opto coupler pins 1&2 for 1volt , if 1volt present then check the pins 3&4 opto coupler transistor pins for conducting if opto coupler is good it should start conducting and the pin 3&4 will show short in diode range
