I have a theory : Nox and Luz are both scientists testing something on childrens by transfusion, however, there's only one subject who survived so far : Popocco. And while Luz slowly becomes terrified by her oncoming insensitiveness to child's death, Nox is doesn't see the problem and continues the project/experiment. Nox in Latin means night, or anything dark, and Luz is the portuguese for light. This probably isn't a meaningful detail but I like the fact that their hair colour contradicts their own names. And also that Luz is "in the light" (I mean she's aware, still has some humanity left) and Nox is unaware (or doesn't care) about the horrors she's done (in the dark). It seems however that Luz resigned and it is symbolized by her throwing her badge and her glass breaking. Nox's look that we can see in Luz's spilled water shows that she isn't happy of her resignation. Nox also looks like the train guide from last video
I have a feeling that all this business is about cloning humans. They're looking for an effective way to do that and it requires an enormous amounts of trials and errors. Nox is probably treating the kids coldly and professionally, seeing them as nothing more than artificial children, it's normal that they die from, I assume, genetic complications until the cloning process is perfected. Luz on the other hand starts to realise it's cruel and unethical to bring a new life to this world, just for it to be a mean to an end, exist for such a short time full of pain and then be discarded as just a failed attempt.

It really gets me that all the children have the same hair cut as Luz: In universe could be just a practical thing done in the laboratory; visually is a short hand to show how Luz can relate to them while Nox doesn't, and also a reminder that Daram will eventually end up in there too. I would not be surprised if Dharam is the daughter of Luz (same eyes and in Ghost Town same hair style) and a product of something she came up with to stop Nox who is also living out her will through Sue. I would also say it's safe to assume that Kawa's dad indeed ran underfity (same hair style) and she may have been experimented on and died but somehow lived again. It's been very interesting to see how these all have developed out over the years and what was assumed to be right and wrong.

Most of the clones die as well as who they were cloned by. Luz begins to regret what they’ve been doing, as a result she eventually resigns. Nox is obviously upset by this as they were likely friends as seen in the next video.

Theory: Nox and Luz are scientists working on creating successful cloning. Popocco is the only successful clone so far at the time this video takes place, but her original died. Most of the clones die as well as who they were cloned by. Luz begins to regret what they’ve been doing, as a result she eventually resigns. Nox is obviously upset by this as they were likely friends as seen in the next video.
