I agree that the Merciless Merc is generally an improvement over original Crossbones, but there are a few advantages to the old one. He's more mobile, since his spender is range 3 and has a place within 1. His damage reduction is paid, but has no minimum. He can double activate with Sin (though that would require you to play Sin). And he can play Illicit Tech. Since it refers to the character name, Crossbones, Merciless Merc can't play it.
