Well, people seem to have clarified a lot of the things about the Art.12 and 157. But there are a couple of things you still didn't get exactly the meaning, because the translation was not that accurate and also you need some background information to completely understand.
They say "Can keeps shaking" because here in Brazil, one of the most common drugs among the teenagers is "Lança-perfume" or "Loló", that is a inhalant (blend of Ether and chloroform) and people use usually with a can of beer, energetic drink or so and you need to shake before you use.
Also, when they say "I am gonna spill the beans to my homies, you don't need to die to talk to God", because drug users usually get in such a bad state of mind, that they basically become "zombies" as the lyrics suggests, and therefore the users are "half-dead" already.
Also, they mention the Kite a lot because, in brazilian favelas, the kids that are good with Kite are usually hired by drug dealers to work for them (and through the Kite telling the drugdealers that the cops are coming)... So basically it all starts when you are a kid playing with your kite, that then become using drugs and at the end becoming the drug dealer yourself.

Cracolandia é um lugar tão triste. Sempre passava fora do "horário de funcionamento". Um dia passei lá pelas 5 horas da tarde, cheio de criança usando droga, "hoteis" por 5 reais a hora, ou seja...o tanto de criança sofrendo abuso em troca de droga. E pra ajudar conseguiram espalhar mais ainda a cracolandia.
