Can Intel’s HL-328 and HL-388 AI Chips outsell Nvidia in China?

  • Intel is set to launch two AI chips, HL-328 and HL-388, with scaled-down capabilities for the Chinese market, in adherence to U.S. export controls and sanctions. As per a white paper published on Intel’s website on April 12, these chips are slated for release in June and September respectively. Following the U.S.'s tightening of a rule last year that limits the capabilities of AI chips that can be exported to China, Nvidia, Intel’s competitor, also has plans to roll out three chips specifically designed for China.
    The AI chips intended for China from Intel are derived from its latest Gaudi 3 product line, unveiled on April 9. These chips share similar hardware features such as on-chip memory, high-bandwidth memory, and interface standards. However, in order to comply with export control regulations, the performance of these chips will be significantly curtailed. Nvidia’s China-specific chip, the H20, is scheduled for limited release in the first quarter of 2024, with larger volumes anticipated from the second quarter onwards, as reported by Reuters in January.
    In conclusion, while there are regulatory challenges, Chinese technology companies appear to be interested in Intel’s new AI chips for their AI development needs.     The competition will become fierce as Intel is entering the AI chip war along with Nvidia and Huawei in China. Since China has the biggest consumption in all kinds of chips in particular the latest AI chips. With Intel's addition into the market, China will have more choices to choose from and that would help fill up the supply issues. However, Baidu, Alibaba, and Tencent have previously expressed that they won't buy from chips made by the US manufacturers as their chips are lower in performance.       There is already a new policy that all government agencies will stop using any PC or systems that have Micrsoft, Intel or AMD inside. So chances are these new AI chips won't make a big splash in China.

    Intel is in deep trouble in the coming years and that's a fact! China is actively migrating out of US made chips, software, and systems in the coming years.
