- Officers in La Crosse, Wisconsin are dispatched to a battery complaint, where a man hit a random motorcyclist with a hammer. Officers locate a man matching the suspect's description nearby, and realize he is the suspect in a previous hammer incident. The suspect is not cooperative and flees on foot escaping for nearly an hour. The suspect is eventually located, tackled and arrested.

Innocent until proven guilty during your day in court is important. The cops aren't obligated coddle suspects, but the process of apprehending them is meant to facilitate a court appearance. Arrests are a consequence of bad behavior, but they should not necessarily be punishments in and of themselves. Explicit punishments should only come from the court's ruling.
The cops in this video performed fairly well imo, but I think they should have applied more pressure to Fletcher when it became obvious he had the intention of fleeing.

It is because Wisconsin does not have bail bondsman. The suspect has to put up the full amount in cash to bail out. That is why the amounts are rather low compared to other states.

These officers are armed with Tasers & pistols & we're told, training. If you can't tussle with someone for a few seconds, it's the wrong job. He should have been Tased after one warning.
