I have a different theory on it. I think he didn't have one at all still. Just like OFA effects the body so it is better on a quirkless body, I think AFO does too. So Ujiko, who is creating Nomu as bodies that can hold multiple quirks, was searching for children without quirks to become a new body for AFO. Deku didn't have it stolen, Deku was getting sized up to be a new container.

    4 problems here.
    1. Deku is younger than Shigaraki, so either there's time travel involved or it didn't happen.
    2. Deku's mom had limited telekinesis and his dad could breathe fire.
Since quirks have been shown to be passed down and combine in some fashion, I highly doubt those two combined into the ability to _disintegrate things on touch._
The only exception being a quirk mutation, but those are very rare as far as I'm aware.
    3. This theory would also imply that the doc found out about, identified, and orchestrated a way to steal the quirk before it even *_manifested_* considering that there was *_zero_* mention of Deku disintegrating things as a child.
It's a 5-point contact quirk. No way that Deku wouldn't have met the activation requirements at *_least_* once before the doc could take it.
    4. It conflicts with lore. According to the anime, the entire reason that Deku manifested the multiple quirks of OFA is *_because_* he was quirkless.
You have to be quirkless to wield the full power of OFA. I believe they even specified quirkless and not just having a quirk stolen.
Edit: Revised point 2 since I have been informed of a few things I missed. I also added another point that I thought of and made it easier to read.

More likely than this theory is that the thematic reason for Garaki being the doctor to tell Deku he was quirkless was that Deku narrowly avoided becoming someone who they would kidnap to turn into a Nomu. Because they confirmed that the one nomu who had wings during the stain arc was actually the kid with wings from Deku and Kacchan's first flashback scene in season 1. It's possible that most of the kids in that area all went to the hospital Garaki worked at and were therefore all seen by him as their quirk related doctor.
Not to mention that this theory completely ignores the reason Garaki says Deku is probably quirkless which is that he has that pinky toe joint. So unless Garaki, unbeknownst to Deku or his mom, gave him an extra pinky toe joint then it's probably bunk.

So fire control and telekinesis would actually make sense to be the parents of a mutated decay quirk user. The more I think about it the crazier this theory gets. Also in regards to shigaraki being older than deku, there is the possibility that Dekus father was working with AFO to get with Dekus mom because they knew based on research that combination of genetics could develop a strong quirk, Dekus father develops feelings for his false family and tries to go up against AFO and gets bodied hard. Ain’t no way if his dads just a bum he hasn’t seen deku in the papers like bum dads in real life coming back into their kids lives when they win the lottery or become successful, he is capital D dead or a villain. My theory is that Deku does have a quirk but his quirk is so non-invasive that it barely qualifies as one much like how the first wielder's quirk fused with AFO's gift. His mother manipulates objects, and his father controls fire. Deku's genes melds with OFA and allows him to manipulate the fire within himself...Since OFA has been decribed as a burning flame since all the way back in S1. That would also be why Deku is the first user to control the quirks of previous users, previous users could merely be empowered by the flames of OFA but Deku's different, his DNA allows him to become that Flame, to control it beyond his predecessors.

Deku had a passive (dormant )quirk - His quirk was that he could use multiple quirks

I think he stole deku's quirk and they tested in it for some years and finally were succesful in making nomos
    Another reason for This theory:-
Why can only deku use past OFA users quirks and why didn't other past OFA users use them
When eri reversed deku's body when he fought with overhaul
We know that eri can get a stolen or erased quirk back (as she got lemillion's quirk back)

I've got a simple explanation here that you guys aren't going to like. Maybe JUST MAYBE Ujiko had to perform ACTUAL responsibilities as a doctor to keep his cover up for decades so he was just a regular doctor for Deku and Deku truly was just quirkless. As for reasons this 99.99% for sure the true reasoning,
    1. Deku mentions nothing about "hey that was my doctor"
    2. The doctor never mentions to anyone "hey that's the kid I took _____ from. He shouldn't have a quirk"
    3. It most certainly is NOT Decay as timeline wise it doesn't work as Deku wasn't born yet
    4. IF Deku had a quirk it would have been a combo of fire breathing and attraction and we've seen nothing even REMOTELY close to that description shown by anyone let alone AFO or Shigiraki
    5. In grade school Deku does appear to be the only one who is quirkless which based on the statistics of quirkless individuals, checks out
    6. In order to not raise suspicion, Ujiko could not take too many quirks as the % of quirkless individuals would rise drastically. That would cause an investigation, people would see his hospital had an unusually high number of quirkless diagnosis, that would then center the hospital as the focus of their investigation, thus eventually leading to Ujiko getting found out and ruining all of AFO's plans.
I'm sorry guys, as much as we love to theorize, Deku just WAS born quirkless and it's just fate, kismet, destiny, luck, happenstance, etc. that Ujiko was the doctor he saw. There's just too many logical fallacies to say Deku had a quirk and it was stolen which in turn would harm the story rather than enhance it.

I like the theory that Deku did have a quirk and it was stolen from him, making him an empty vessel for One for All, and I also like the theory that Deku's quirk was Decay.
A big issue with the Decay theory though is that if that is indeed the case, the time frame is extremely slim for it to be stolen and then transplanted to Shigaraki, as he is at least 4 to 5 years older than Deku. This means that it would have to have happened when Deku was a newborn for the timeline to make any sense and there is a possibility that time frame is just too slim for it to even be a possibility.
The reason why I like the Decay theory however, is that it makes some kind of sense considering his parents' quirks. His father can apparently breath fire and his mother can attract small objects to her. Fire is a chemical reaction that breaks larger components into smaller, usually more simpler components, while the attraction quirk's specifics are unknown (telekinesis, gravity, magnetism, etc.) it can make sense that added to the fire quirk it acts as the vector for the break down of things touched without the actual chemical reaction (replacing the fire with whatever force is used)... or maybe there is a chemical reaction but its so efficient there is little to no heat waste in the effect.

Correct me if I'm wrong but isn't Shigaraki like 20 something while deku is 16? That means the age difference wouldn't like up for Deku's quirk to be decay. I think it is possible that Deku's quirk was powerful tho. His mother has telekinesis, it may be weak and only work on small objects but what if his father also had a tk based ability? We know hair colors and shapes have a relativity to the users quirk and to be frank, not only is Deku's hair VERY green but it's also wavy, unlike his mother's. With a little bit of assumption, we can gander that his father may have had an AOE TK ability (since his wavy hair could suggest "waves" of TK) that could be limited by something like mass. Combining that with his mother we could get something like a stronger, faster acting force that could grab several objects from around him under a certain weight or mass scale. If we consider that, we essentially have a telekinetic force field that could be buffed by AFO's other quirks and it would also be extremely effective against just about anything since it's mass based on not necessarily force based. The only question that remains is where that ability would be now and since we don't see it in the story my theory is practically null and void.

I mean the number is high enough that, if your Quirkless you would think more people like you are in the country, but don’t forget that Quirkless people self-termination might go down which would be a plus.
