    Whoever made these laws clearly made it based on the issues in Baltimore and did not consider the rest of the state. Not to mention an average law abiding citizen will purchase a handgun to defend their home and has to go through all the tasks to acquire one is completely asinine.

      The seven wait is good thing because when you go back to the shop after seven days they got more guns in. So you buy another and the whole thing starts over.
      The seven day wait doesn’t make you have less guns it makes you buy more.

    What a fantastic video! I mean, I would not call an AR-15 a "sporting rifle" but I do support any law abiding citizen that wants to own one should be able to. Lastly, the waiting period montage part of this video had me cracking up. Great job and great video.

    This is a great video but I feel like you left out 1 more important thing. That’s the difference between the HQL and the Concealed Carry Weapons permit, so basically 1 license to purchase any handgun (HQL) and one license to conceal carry. I feel like people need to know this. And there is a 90 day waiting period for the CCW. And it’s 16 hrs of training from what I read. They highly recommend just get both at the same time if you can, or just do CCW first so that it can automatically qualify you for HQL and THEN you can buy AND carry at the same time, or get the HQL first so you can buy what you need first then CCW if you have the extra time and money in the future to wait possibly 3 months anyway. Just thought this would be helpful for anyone in my state who might need this info

    In 2022 MSP web site is peculiar. They have a single portal for the 77R, Start MG, HGP and HQL it appears to be organized and functional. If your one of those people who has not purchased a regulated firearm since 2013 but have an account already set up for say a HGP the portal takes you into and old portal for the HQL. It makes you set up a new password. Its like an account inside an account. I was told they are in the process of merging the HQL login? It would also appear process times for a HQL are longer now. Its also odd that a seven day waiting or cool off period after being qualified and not dis-approved for an individual that already owns multiple regulated firearms. I understand what they are trying to accomplish and respect that but a lot of times are counter productive and only create red tape.

      SBRs are regulated in maryland, but are legal. Be aware that SBRs are subject to an overall length rule (OAL) of 29"

    Is there anything I need to do legally speaking if I moved to MD recently from PA and have a long rifle and pistol? Do I need to get an HQL to legally keep them in my house? Or does that just apply for purchasing new firearms within MD?

      I'm not a professional, but I think all that needs to legally happen is you need to transfer the firearms onto your name saying you reside in MD. Which I believe is about $20 gun. That can be done at most FFL stores. However it would be best you clarify first, and not take my word.

      Also, remember, in Maryland, you can only purchase a 10 round Magazine because of the restriction law, but you can drive up to Pennsylvania and purchase 30 round magazines because you are buying out of state.

    Is it true there is a state registry for guns? If I were to bring guns in from a different state, do I need to register them with the state police? If so how? And does purchasing a gun at a store automatically register it? I heard that there is but I've also heard on CZcams that there is no registry anywhere.

      Supposedly buying a long gun doesn’t register it unless you specifically fill out a registration card, but since you filled out the 4473 and did a background check there is a paper trail

    Weird question
    If I were to purchase a handgun with a 16 inch barrel pre attached, then I switch out the barrel for a standard handgun barrel, all without a HQL, would I be commiting a crime?
    Like say I buy a Glock 19 with a 16 inch barrel, than I put a 4 inch barrel, all without a HQL, am I following the law because I didn't purchase a handgun, I purchased what is legally a rifle.

      so short(ish) answer: The MD HQL doesn't apply to what you do or intend to do with the firearm after purchase. the HQL is only for sale & transfer. There are people who own handguns in Maryland without an HQL. You can build your own from a receiver set, or from a P80 kit. Lower receivers in Maryland like those for AR15s or Glocks do not require a HQL because they're not considered "handguns" they're "Receivers" and therefore, they're regulated items, but don't require an HQL for purchase. They still require a 77R and a 7 Day waiting period though.
      The second part of your question, a glock 19 with a 16 inch barrel would still be considered a pistol, so without an HQL you couldn't purchase it in the first place. What would make it a rifle would be a stock. this honestly is more to do with federal firearms law than Maryland's specific regulations.
      16" or longer Barrel + Stock = Long Gun (Rifle)
      29" = Maryland Legal

    so let me get this straight. i can be 21+ and legit go to a store pass a background check and have a id and buy a ar15? but i need to wait almost more then a month for a pistol?.. only reason for that being i cant conceal a rifle..? what type of ass backwards shit is that. almost makes a pistol not even worth buying at that point

    Easy way to buy a gun in MD:
    Step 1) GTFO of MD and move to a state that actually recognizes the 2A as a RIGHT, not a privilege, like VA, NC, or WV.
    Step 2) NEVER set foot in Maryland ever again, because it is a god-forsaken cesspit of villainy, corruption, tyranny, and degeneracy.
    Step 3) Live happily ever after...

    I have a PA concealed carry permit and purchased my handgun in Pa, moving to MD soon and wondering how I would go about being able to keep my gun legally in MD? Would I have to go thru all this for a CCW in MD?

      no, this process is just for the purchase of firearms in Maryland. you can keep the firearms that you legally own in PA when you move to MD, just make sure that rifles conform to the feature rule and OAL.
      For CCW, Maryland is what's known as a "may issue" state. Meaning that Maryland requires you to have whats called a "good and substantial reason" to receive a permit. Typically this means that you hold a top-secret clearance, have a security job, or own a business where you transport cash or carry valuables. Maryland typically does not issue CCW permits for self defense reasons unless there are credible threats against your life that can be verified by police reports. Now, with all that said, if NYSRPA v. Bruen is decided later this month or in June, this all may become irrelevant, but that's the way the law is currently.
      In addition, MD requires 16 hours of training for a CCW permit, along with fingerprints and a thorough background check. wait time for a CCW permit is around 60-90 days if issued.

      @@recklesz__88 no, your handgun would not be considered illegal. For clarification, I suggest calling Maryland State Police. They'll be able to give you an exact answer.

If you are talking about those key locks that come with the gun that’s a different story that’s what I Instruct my HQL students to put on when traveling to the shooting range . I’m not hating on your video just trying to find out if this chamber lock law really does exist in Md so aI am not giving bad info to my students! The annotated code I read says without a wear and carry permit the firearm and ammunition must be stored separately and separated by a lock not specifically an internal chamber lock.       Are French bulldogs like hot ticket items for thiefs? If so then that's disgusting! As far as firearm choices go this depends on if you intend to keep it inside your home or if you want to conceal carry. Revolvers are great, reliable weapons but with new technology and mandatory tolerances the striker fired pistol, "like a glock or sig sauer" are now more reliable than ever. Even with "limp-wristing" there's a platform and caliber that can now work through that concern with absolutely no issue. I personally test every one of my firearms to see if a limp wrist will cause a miss fire of any kind, "in case I'm in a situation where I'm forced to use only my non dominant hand" and I've had a VERY hard time trying to get any of my walthers, glocks or sigs to malfunction over such a scenario. I think with a bit of research you'll find what is right for you. Like I said, revolvers are great platforms but I would personally never trust my life or my loved ones life with one unless it was my only option.

    Im getting a 12 gauge shotgun. That's a start, I didn't know it was that easy. The handgun license will have to wait. By the time I get around to it there'll probably be a civil war going on so I wont need one.

      Yeah get a shotgun since those are the easiest to acquire here. I got me a mossberg and I'm 19. I'll be waiting to get a pistol when I get out of Maryland. It's just as bad as California arguably here. MD restrictions are vastly underrated on gun talks.

      If you're worried about civil unrest then grab up an AR. Just as easy to get one as a shotgun and can be applied effectively in way more situations.

    I left Maryland 12 years ago. When I finally settled in South Carolina I decided to get a concealed carry permit. I took a half day class, gave fingerprints, filled out some forms that were processed while we completed our class. Waited about two weeks for my concealed permit to arrive in the mail. Took that to the gun store and paid for a 9mm handgun and took it home. With a permit it takes 10 minutes to buy a gun. Getting a concealed carry permit is easier in South Carolina than it is to purchase a gun in Maryland. Maryland tries to make purchasing a gun very difficult because the state government knows that 98% of it's citizens are stupid and crazy. They also don't want blacks and Mexicans (Maryland's largest demographic) walking around with guns. My son lives in Maryland. He got his permit. I sent him a book by Andrew Branka on self defense with a gun. After reading the book he decided that he would be in much more danger from the police than he would be from other criminals. So he decided not to carry in Maryland. If you shoot someone in Maryland, even in self defense, you will be going to prison. That's just the way it is there. Don't kid yourself by thinking that your license is going to save you.

      Can't conceal a AR-15 so it is hardly ever used in a crime. The government wants to ban them because they are extremely handy in fighting off a overreaching government. Buy once cry once my friend.

    Or much easier: step 1 move out of Maryland.
    What they don't tell you its almost impossible to get a concealed carry permit in Maryland. Some of the most unbelievable gun laws that I've seen. (But not as bad as New York or New Jersey).
    Moving out of MD to GA was the best thing that i ever did.

    I have no beef with the guys in this video just trying to be informative and help people out. But the process is idiotic and nonsensical. A guy could literally go into the car with the gun, take the lock out, then use it if he really wanted to do harm. This isn't protecting the citizenry its just protecting criminals who don't care. it basically makes not sense to have a handgun if you can't even get a carry license. How do the lawmakers sleep at night knowing they betrayed their people?

      That's the entire point my guy.... You're not looking at it from the correct angle. The entire point is to make it as hard as possible for a law abiding citizen to go through the entire process in getting what's constitutionally legal in the first place..... What that does in turn is cripple dealers because of the simple fact that the vast majority refuse to go through the steps to legally own thus making it easier for law makers to get away with the intentions they planned from the very beginning. Cripple the source so what we desire can no longer be achieved. It's very sad honestly. I went through the HQL process of course because I refuse to allow some silly representative who has a completely backwards picture of reality to delegate what my god given, constitutional rights are and to be honest the process wasn't nearly as bad as I thought it would be. I actually learned alot in my HQL class, especially with some misconceptions I had as far as when and how I can protect me and my family inside my own home.
